Abstract
The tool is intended to help agencies identify areas for improvement and develop a capacity strengthening plan. The assessment tool consists of three steps: Assessing SBCC Capacity, Reviewing Materials, and Developing a Capacity Strengthening Plan. Step 1, Assessing SBCC Capacity, is further divided into two components: Understanding the Context through Situation Analysis and Focusing and Designing the Communication Strategy. Component 1: Understanding the Context through Situation Analysis involves a situation analysis, which is a systematic review of social, cultural, political, and behavioral data to identify internal and external determinants of a situation. Agencies are asked to assess their capacity to conduct a situation analysis, including gathering and analyzing information to guide the planning and design process for SBCC programs. This includes identifying relevant stakeholders and reviewing their activities during the situation analysis. Component 2: Focusing and Designing the Communication Strategy involves developing a communication strategy that guides and links decisions on intended audiences, communication objectives, channels, and materials based on analysis and SBCC theories. Agencies are asked to assess their capacity to design SBCC programs, including selecting audiences and segmenting them into specific groups to tailor programs effectively, setting SMART communication objectives that address barriers to change, and proposing using more than one communication channel to reach audiences. The assessment tool provides a framework for agencies to evaluate their capacity in these areas and identify areas for improvement. The tool also provides a basis for developing a capacity strengthening plan to address these areas and improve the agency's capacity to implement effective SBCC programs.
