Abstract
The program began in 2017 and is set to conclude in 2024. As of March 31, 2023, the program has achieved significant progress in various areas. One of the key objectives of SAEP is to improve regulation, planning, and procurement for energy. To this end, the program has supported the development of a regional energy regulatory framework, which has been adopted by several countries in the region. Additionally, SAEP has provided technical assistance to utilities in the region to improve their commercial viability. This has involved the development of cost-of-service studies and the implementation of customer management systems. Another key area of focus for SAEP is regional harmonization and cross-border trade. The program has supported the development of a regional energy market, which has facilitated the exchange of electricity between countries in the region. SAEP has also provided technical assistance to regional energy regulatory bodies to improve their capacity to regulate the energy sector. SAEP has also made significant progress in promoting renewable energy and energy efficiency technologies and practices. The program has supported the development of solar home systems and other renewable energy technologies, which have been demonstrated and scaled up in several countries in the region. Additionally, SAEP has provided technical assistance to utilities in the region to improve their energy efficiency. The program has also focused on increasing human and institutional capacity in the energy sector. SAEP has provided training and technical assistance to energy sector professionals in the region, which has improved their capacity to manage and regulate the energy sector. Additionally, the program has supported the development of energy sector institutions in the region, which has improved their capacity to regulate the energy sector. In terms of finance and operations, SAEP has made significant progress in mobilizing investment for energy projects in the region. The program has supported the development of a regional energy investment framework, which has facilitated the mobilization of investment for energy projects in the region. Additionally, SAEP has provided technical assistance to utilities in the region to improve their financial management and operations. SAEP has also provided transaction and advisory services to support the development of energy projects in the region. The program has supported the development of power purchase agreements and other transaction documents, which have facilitated the development of energy projects in the region. Additionally, SAEP has provided technical assistance to utilities in the region to improve their capacity to negotiate and manage energy transactions. Overall, SAEP has made significant progress in improving the energy sector in Southern Africa. The program has supported the development of a regional energy regulatory framework, improved the commercial viability of utilities, and promoted renewable energy and energy efficiency technologies and practices. SAEP has also increased human and institutional capacity in the energy sector and mobilized investment for energy projects in the region.
