Abstract
The program is funded by the United States Agency for International Development (USAID) and is being carried out by AECOM International Development. The program focuses on four key areas: stability analysis, access to GIRoA services, communication and outreach, and government services and development projects. The stability analysis component involves conducting stability workshops for each approved district, providing technical assistance to district entities, and facilitating inter-district meetings to exchange information and best practices. In January 2014, the program was implemented in several provinces, including Kandahar, Daman, Arghandab, Hilmand, Bost, Garmser, Nad Ali, Nahri Sarraj, Zabul, Qalat, Tarnak Wa Jaldak, Shahjoy, Uruzgan, Tirin Kot, Chora, Dihrawud, Nimroz, Zaranj, and Kang. The program aimed to improve stability in these provinces by enhancing the capacity of provincial line directorates to collect, manage, and report information about projects and services. The program also focused on improving access to GIRoA services, with activities such as providing training to provincial line directorates, assisting provincial and district entities to establish productive relations, and institutionalizing the projects and services report with GIRoA counterparts. Additionally, the program aimed to enhance communication and outreach efforts, with activities such as collecting existing population/demographic research, identifying communications management needs, and developing communication strategies to support program teams. The program's implementation was guided by several intermediate results, including IR1 stability analysis, IR2 access to GIRoA services, IR3 communication and outreach, and IR4 government services and development projects. The program's activities were designed to achieve these intermediate results, which in turn would contribute to the overall objective of enhancing stability in key areas. In terms of specific activities, the program involved hiring and training stability specialists teams, conducting training of trainers for SIKA and GIRoA staff, updating stability workshop frameworks with lessons learned, and delivering stability analysis workshops for each approved district. The program also involved providing technical assistance to district entities, facilitating inter-district meetings, and implementing gender pilot activities. The program's progress was monitored through regular review meetings, with the IR1 team leader, stability specialists, and M&E staff participating in these meetings. The program's achievements were also evaluated through periodic stabilization review meetings, which provided an opportunity to assess progress and make adjustments as warranted. Overall, the SIKA South program aimed to enhance stability in key areas of Afghanistan by improving the capacity of provincial line directorates, enhancing access to GIRoA services, and improving communication and outreach efforts. The program's implementation was guided by several intermediate results, and its progress was monitored through regular review meetings.
