Abstract
However, CHMTs lack the ability to identify and respond to M&E information needs due to weak organizational capacity and poor data use practices. The MEASURE Evaluation PIMA project is working with targeted counties to address these challenges in three key areas: developing and strengthening organizational capacity, promoting data demand and use practices, and developing M&E capacity at the organizational and individual level. Priority activities for strengthening M&E capacity at the county level include mapping the needs of county health departments through participatory baseline assessments. These assessments help establish baseline values for project monitoring and identify priorities and solutions. Promoting collaboration and partnership is also a key activity, involving the establishment of stakeholder forums to drive the M&E agenda in the county and the development of necessary policies, strategies, and plans to support M&E functions. MEASURE Evaluation PIMA works closely with implementing partners in target counties to create synergies and leverage resources to achieve planned targets. Regional M&E associates (RMEAs) are co-located with the department of health in target counties to improve presence and deliver technical assistance to the CHMT on a continual basis. Besides strengthening the M&E capacity of the CHMTs, MEval-PIMA works with target counties to strengthen three priority programs: Referral Systems Strengthening (RSS), Civil Registration and Vital Statistics System (CRVSS), and Community Health Information System (CHIS). Key partners in the capacity building activities include the Community Health Management Team, the County Executive Committees, and the County Assembly members. MEASURE Evaluation PIMA also works with other local and international partners to implement projects at the community level. The program provides technical assistance, not service delivery, and assists by providing software that makes the work of partners on the ground easier. The MEASURE Evaluation PIMA project aims to strengthen the capacity of health workers at the sub-national level to collect and use data related to the promotion of primary health care. By supporting the CHMTs and these systems, the project aims to improve the ability of county governments to plan, direct, and oversee the health agenda at the subnational level.
