Abstract
The Constitution of Ukraine, passed in 1996, establishes the country as a social state, providing over 120 privileges to its citizens, with more than 15 million people benefiting from these entitlements. The legislation governing social welfare is primarily funded through local budgets, with subventions from the State Budget, and payments are made at the citizen's place of residence. The social welfare sector is overseen by city councils, which have mandatory labor and social protection departments responsible for social policy issues and making payments to citizens. Village, town, and city councils also use their budgets to provide additional privileges and assistance to citizens. Local social protection programs aim to raise the image of local authorities and demonstrate their commitment to caring for citizens. The current legal framework for local government activities in the social welfare sector is established by a range of laws, including the Law of Ukraine "On Local Self-Governance in Ukraine" (1997), the Law of Ukraine "On Social Protection of War Children" (2004), and the Law of Ukraine "On Main Framework for Social Protection of Labour Veterans and Other Elderly Citizens in Ukraine" (1993). These laws provide a comprehensive framework for social welfare provision, including social assistance, pensions, and healthcare. The laws governing social welfare in Ukraine are numerous, with over 60 laws and regulations in place. These laws cover a range of topics, including social assistance, pensions, healthcare, and labor protection. The laws are designed to provide a comprehensive framework for social welfare provision, ensuring that citizens have access to essential services and benefits. The Cabinet of Ministers of Ukraine has also issued a range of resolutions and regulations governing social welfare, including Resolution #848 (1995) on simplifying the procedure for providing social assistance. These regulations provide further guidance on the implementation of social welfare policies and programs.
