Training Manager’s Guide

The series focuses on refining quality assurance methodologies to achieve efficient and cost-effective training. This monograph, specifically, addresses the design, development, and delivery of training programs. Effective training is based on five key principles: clear statements describing the performance problem to be resolved, ample practice to allow mastery of the performance, useful guidance to ensure correctness of the practice, frequent feedback to measure learner progress, and rigorous testing of the training and demonstrated improvement as a result. These principles are essential for uniform success in a training program. The approach presented in this monograph is systematic and applies basic principles to determine the aim and scope of the training, its implementation, and application in the workplace. The process begins with the identification of the need for training and continues through its development and implementation. The different phases of the approach are outlined in a diagram, which illustrates the various steps involved in designing, developing, and delivering training programs. The first phase, Assess, involves identifying the need for training and diagnosing the problem. This is followed by the Analyze phase, where a task list is developed, participant characteristics are identified, and requirements, resources, and constraints are specified. The Design phase involves selecting an overall instructional strategy, developing instructional objectives, and sequencing the objectives. The Develop phase focuses on preparing the reference source, training aids, participant workbook, instructor guide, and materials for on-the-job training and distance learning. The Produce phase involves reproducing classroom materials, preparing materials for distance learning, and developing a detailed logistics plan. The Deliver phase includes selecting and training instructors, continuing monitoring and guiding deliveries, and implementing follow-on training activities. The final phase, Evaluate, involves implementing evaluation of training outcomes, designing and conducting process evaluations, diagnosing and remediating deficiencies, and preparing a report on evaluation findings. By following this systematic approach, training programs can be designed, developed, and delivered efficiently and effectively, leading to lasting impacts in health care and other services.
