The Tunisia Resilience and Community Empowerment Activity, also known as Ma3an, is a five-year program implemented by FHI 360 from September 1, 2018, to August 31, 2023.

Abstract
The program aims to strengthen community resilience and mitigate vulnerabilities in 30 communities across Tunisia. The geographic coverage includes 17 communities in Phase 1 and Phase 2, with an additional 13 communities to be selected in Year 2. The program focuses on three main objectives: strengthening community resilience, mitigating community vulnerabilities, and sustaining the model through Tunisian partners. The program's implementation began in Year 1, with a focus on building community resilience through the establishment of Community Resilience Committees (CRCs). CRCs are composed of community members, including marginalized groups, who work together to develop tailored responses to specific community vulnerabilities. The program also focuses on mitigating community vulnerabilities, particularly drivers of extremism and instability, through the identification and reduction of specific vulnerabilities. In Year 2, Quarter 1, the program continued to implement activities in the 17 Phase 1 and Phase 2 communities. The program's progress toward results was analyzed, and the following key findings were reported: Community members, particularly marginalized groups, demonstrated an enhanced level of engagement, trust, and agency. Inclusive community groups were mobilized to develop tailored responses to specific community vulnerabilities. Enhanced community resources, services, and support were established. The program's integration of cross-cutting issues included gender equality and female empowerment, sustainability, environmental compliance, policy and governance support, local capacity development, and public-private partnerships. The program's performance management plan included monitoring, evaluation, and learning activities, as well as a comparison of actual expenditures with budget estimates. The program's planned activities for Year 2, Quarter 2, included the selection of additional communities, the establishment of CRCs, and the implementation of community resilience activities. The program's major counterpart organizations included the Office of the Presidency of the Government of Tunisia, Search for Common Ground, IREX, JSF, CONECT, and IACE. The program's geographic coverage included 17 communities in Phase 1 and Phase 2, with an additional 13 communities to be selected in Year 2. The program's implementation was overseen by the Chief of Party, Nadia Alami, and the Agreement Officer's Representative, Hind Houas.
