Abstract
The project's purpose is to provide monitoring, evaluation, and learning services to support the achievement of USAID's Country Development Cooperation Strategy (CDCS) goal and development objectives (DOs) in Tunisia and Libya. The METAL project has two distinct branches, one for Tunisia and one for Libya. In Tunisia, the project aims to strengthen the capacity of USAID/Tunisia and its local partners in monitoring, evaluation, and knowledge management. The project will assist USAID/Tunisia in gaining and applying knowledge derived from monitoring, evaluation, and learning (MEL) to inform its program and strategy decisions. In Libya, the project requires third-party monitoring and evaluation services to support USAID/Libya's efforts to gain and apply knowledge derived from MEL to inform its program and strategy decisions. The METAL project's quarterly report for FY 2018 Q1 highlights several key achievements. In Tunisia, the project provided logistical and planning support for Tunisia portfolio reviews, Tunisia partners' meetings, and Tunisia METAL "kick-off" meetings. These meetings aimed to present METAL activities and support to USAID staff and explore a 'road map' towards the Performance Management Plan (PMP) refinement. The project also submitted several deliverables, including the Tunisia Monthly Report, BRCP Evaluation Plan, Tunisia Annual Work Plan, and BRCP Final Performance Evaluation Report. The report notes that the Monitoring and Evaluation Specialist for Tunisia (MEST) was deployed to Tunisia on December 1, following USAID TCN waiver approval. The report also highlights several challenges and lessons learned, but notes that none were significant. The project plans to finalize the BRCP-I final evaluation report and briefing to USAID, initiate the implementation of the PMP refinement Road Map, develop a CLA and capacity-building strategy with USAID Tunisia, and conduct introductory meetings with USAID IPs. The project's activities are focused on supporting USAID's efforts to achieve its CDCS goal and DOs in Tunisia and Libya. The project's quarterly report provides an update on its progress and highlights several key achievements and planned activities for the next quarter.
