Abstract
The project aims to institutionalize positive contributions from local stakeholders, in close partnership with The Asia Foundation, Stanford Law School, and USAID, to the development of national legal education and training in Timor-Leste. The TLLEP has identified the need for professional deontology in Timor-Leste, where institutions have developed over the past decade of formal independence. However, the country still faces significant challenges in creating viable and professional state institutions. The project recognizes that the imperative of capacity-building in Timor-Leste is both attractive and engaging, and that the creation of state institutions is relatively easier than filling them with efficient and responsible professionals. The TLLEP has produced a manual on professional deontology, which is the first in a series of law manuals to be produced by the project. The manual focuses on the professional responsibility of magistrates, prosecutors, public defenders, private lawyers, and public officials. The project has received significant support from the USAID Timor-Leste, the Embassy of the United States in Dili, and the Stanford Law School. The manual is written in a clear and concise prose, using hypothetical scenarios, discussion questions, and current cases to make the text accessible to a wide audience. The manual is available in Tetum, Portuguese, and English, and is intended for use by experienced Timorese lawyers and judges, government officials, civil society members, Timorese law students, and the international community. The TLLEP plans to conclude the first editions of two new manuals, on contracts and constitutional law, in the summer of 2012. The project has also initiated preparations for a manual on introduction to Timorese law and a volume on penal law. All texts will be updated as the legal landscape changes, and the most recent version will be available for free online transfer on the TLLEP website. The TLLEP hopes that the manual will contribute to a study and debate on the future of Timor-Leste and the essential role that magistrates, prosecutors, public defenders, private lawyers, and public officials will play in ensuring a bright future for the country. The manual is divided into four sections: introduction, synthesis of different legal professions, synthesis of professional deontology in different legal professions, and synthesis of the book. The introduction provides an overview of professional deontology, explaining what it means and why it is important. The synthesis of different legal professions provides an overview of the various legal professions, including magistrates, prosecutors, public defenders, private lawyers, and public officials. The synthesis of professional deontology in different legal professions provides an overview of the professional deontology of each legal profession, explaining why certain types of legal professionals may have different professional duties. The synthesis of the book provides an overview of the manual, explaining its structure and content. The TLLEP has received significant support from various stakeholders, including the USAID Timor-Leste, the Embassy of the United States in Dili, and the Stanford Law School. The project has also received contributions from various individuals, including judges, educators, lawyers, and government officials. The TLLEP plans to continue producing law manuals and other materials to support the development of national legal education and training in Timor-Leste. The project hopes that its work will contribute to a brighter future for Timor-Leste and its people.
