The Artisanal Mining and Property Rights (AMPR) initiative in the Central African Republic (CAR) aims to improve compliance with Kimberley Process (KP) requirements to promote licit economic activities.

Abstract
The initiative is led by the Government of CAR (GoCAR) in collaboration with USAID and other stakeholders. The AMPR Work Plan for October 1, 2019, to September 30, 2020, outlines four objectives to achieve this goal. Objective I focuses on assisting GoCAR to improve compliance with KP requirements, including improving the legal, policy, and institutional framework for conflict-free diamond production, expanding formalization of land and resource rights, increasing awareness of KP requirements, and strengthening GoCAR's capacity to manage and expand KP-compliant zones. Objective II aims to strengthen community resilience, social cohesion, and response to violent conflict in CAR. This includes supporting inclusive community dialogue, promoting women's economic and social empowerment, and strengthening cooperation between GoCAR ministries and agencies and other stakeholders on social cohesion and KP compliance. Objective III seeks to increase awareness and understanding of the opportunities and challenges of establishing responsible gold supply chains in CAR. This involves researching and communicating recommendations for policy, legal, and institutional reforms at the national and regional levels to key stakeholders. Objective IV aims to improve USAID programming through increased understanding of the linkages between artisanal mining and key development issues. This includes assisting relevant USAID operating units to assess the link between artisanal mining and development issues, strengthening knowledge-sharing and understanding of USAID operating units and partners on the link between artisanal mining and development issues. The AMPR initiative will be implemented through a collaborative approach, involving GoCAR, USAID, and other stakeholders. The project will be managed by Tetra Tech, with Mark Freudenberger as the Project Manager and Creighton Camera as the Deputy Project Manager. The initiative will be implemented in various locations in CAR, including Carnot and Nola. The AMPR Work Plan outlines several intermediate results, including improving legal, policy, and institutional frameworks, expanding formalization of land and resource rights, increasing awareness of KP requirements, and strengthening GoCAR's capacity to manage and expand KP-compliant zones. The plan also includes several performance indicators, such as the number of KP-compliant zones established, the number of communities engaged in inclusive dialogue, and the number of women empowered through economic and social activities. The AMPR initiative will also involve several collaborative programs with other donors, including the European Union's GODICA program, which aims to strengthen governance of CAR's artisanal diamond and gold mining sectors. The initiative will also involve the use of Geographic Information Systems (GIS) and other technologies to support project implementation and monitoring. Overall, the AMPR initiative aims to improve compliance with KP requirements, strengthen community resilience, and increase awareness and understanding of responsible gold supply chains in CAR. The initiative will be implemented through a collaborative approach, involving GoCAR, USAID, and other stakeholders, and will be managed by Tetra Tech.
