The USAID Enhance Activity is a five-year activity funded by the USAID/Regional Development Mission for Asia (RDMA) with the goal of strengthening citizen-centric local governance in Thailand.

Abstract
The Activity aims to strengthen capacity of local governments and nongovernmental stakeholders in citizen-centric governance, foster networking and learning among government and nongovernmental stakeholders, and promote the adoption of successful local innovations that amplify citizen voice and accountability in local governance. The Activity is based on the premise that mutually reinforcing efforts and partnerships between government and nongovernment stakeholders will provide opportunities for citizens to participate in government and voice their concerns constructively. Strengthening communications, networking, and learning among government and nongovernmental stakeholders will help scale governance innovations to additional regions and localities. To strengthen citizen-centric local governance in Thailand, the Activity has identified a need for a tool to comparatively measure the performance of local governments. Such a tool, if developed collaboratively with the support of the Royal Thai Government, will help address issues of trust and support relationships among local governments and civil society. The Citizen-Centric Governance Performance Tool is proposed to assess the performance of local officials/administrations in complying with laws and regulations related to public participation in key governance processes. The tool will also evaluate the extent and diversity of nongovernmental stakeholder participation in local government opportunities for citizen participation. Draft metrics for the Citizen-Centric Governance Performance Tool include assessing the performance of local officials/administrations in complying with laws and regulations related to public participation in key governance processes. The tool will also evaluate the extent and diversity of nongovernmental stakeholder participation in local government opportunities for citizen participation. The Activity will pursue next steps to pursue the development of the Citizen-Centric Governance Performance Tool, including drafting metrics and ensuring widespread buy-in from stakeholders. The tool will be developed collaboratively with the support of the Royal Thai Government and will help address issues of trust and support relationships among local governments and civil society. The Activity will also conduct a midterm evaluation to assess the effectiveness of the Citizen-Centric Governance Performance Tool in promoting citizen-centric local governance in Thailand. The evaluation will assess the tool's ability to comparatively measure the performance of local governments and promote the adoption of successful local innovations that amplify citizen voice and accountability in local governance. The Citizen-Centric Governance Performance Tool will be an important tool for promoting citizen-centric local governance in Thailand. The tool will help address issues of trust and support relationships among local governments and civil society.
