USAID Enhance Activity Citizen-Centric Governance Performance Tool Report

The Activity aims to strengthen capacity of local governments and nongovernmental stakeholders in citizen-centric governance, foster networking and learning among government and nongovernmental stakeholders, and promote the adoption of successful local innovations that amplify citizen voice and accountability in local governance. The Activity is based on the premise that mutually reinforcing efforts and partnerships between government and nongovernment stakeholders will provide opportunities for citizens to participate in government and voice their concerns constructively. Strengthening communications, networking, and learning among government and nongovernmental stakeholders will help scale governance innovations to additional regions and localities. To strengthen citizen-centric local governance in Thailand, the Activity has identified a need for a tool to comparatively measure the performance of local governments. Such a tool, if developed collaboratively with the support of the Royal Thai Government, will help address issues of trust and support relationships among local governments and civil society. The Citizen-Centric Governance Performance Tool is proposed to assess the performance of local officials/administrations in complying with laws and regulations related to public participation in key governance processes. The tool will also evaluate the extent and diversity of nongovernmental stakeholder participation in local government opportunities for citizen participation. Draft metrics for the Citizen-Centric Governance Performance Tool include assessing the performance of local officials/administrations in complying with laws and regulations related to public participation in key governance processes.
