Abstract
Government (USG) Education Strategy and the U.S. Agency for International Development's (USAID) Education Policy. E3/ED fulfills this responsibility through various technical, advisory, and training support services to Missions and Bureaus on the design, implementation, monitoring, and evaluation of programs in the areas of early grade reading, basic education, higher education, youth and workforce development, and education in conflict and crisis environments. To reinforce and improve upon the Office's current efforts in support of the Education Policy, E3/ED conceived and designed the Education Performance Improvement, Communications, and Knowledge (EPIC) program. EPIC is a five-year activity of support services aimed at improving education sector performance, measurement, and management in the areas of performance improvement and organizational effectiveness, professional development and training, internal and external communications and outreach, and knowledge management for learning. EPIC's mutually reinforcing objectives are: Objective 1, Organizational Effectiveness, which aims to strengthen E3/ED's organizational culture, systems, and processes to enhance staff potential and sustain growth; Objective 2, Professional Development, which seeks to improve ED staff's capability and skills required to achieve the Agency's education goals; Objective 3, Knowledge Management, which aims to create a sustained, global system of sector-wide learning and knowledge exchange; and Objective 4, Engagement, Communications, and Partnerships, which focuses on communicating E3/ED's work and supporting engagement with USAID/Washington, Missions, other USG offices, stakeholders, and partners. The EPIC contract was awarded to Training Resources Group, Inc. (TRG), which will provide support services to support the achievement of the program's objectives. The contract will run for five years, from October 1, 2020, to September 30, 2025. The EPIC program will be implemented in several components, including Organizational Effectiveness, Professional Development, Knowledge Management, and Engagement, Communications, and Partnerships. The program will also include a range of activities, such as workshops, training sessions, and knowledge management systems, to support the achievement of the program's objectives. The EPIC program will focus on improving education sector performance, measurement, and management in the areas of performance improvement and organizational effectiveness, professional development and training, internal and external communications and outreach, and knowledge management for learning. The program will also aim to create a sustained, global system of sector-wide learning and knowledge exchange that draws from and connects learning, evidence, and research across all stakeholders. The EPIC program will be implemented in several countries, including the United States, and will involve a range of stakeholders, including USAID/Washington, Missions, other USG offices, stakeholders, and partners. The program will also involve a range of activities, such as workshops, training sessions, and knowledge management systems, to support the achievement of the program's objectives. The EPIC program will be evaluated regularly to assess its progress and impact. The evaluation will focus on assessing the program's effectiveness in achieving its objectives and will involve a range of stakeholders, including USAID/Washington, Missions, other USG offices, stakeholders, and partners. The EPIC program will also include a range of financial management and contract management activities to ensure the effective and efficient use of resources.
