Abstract
The project began on January 14, 2020, and is set to conclude on January 13, 2025. The project is implemented by John Snow Health Zambia Limited, with John Snow, Inc. and Churches Health Association of Zambia serving as subcontractors. The Ministry of Health and Medical Stores Limited are major counterpart organizations, while the project has nationwide geographic coverage. The project's primary objective is to enhance the electronic supply chain management information system (eSCMIS) to support the Government of the Republic of Zambia (GRZ) in making data-driven supply chain decisions. To achieve this, the project focuses on three key intermediate results: the implementation of the next-generation eLMIS, the GRZ's ability to independently make data-driven supply chain decisions, and the GRZ's leadership of eLMIS implementation and maintenance. In FY2021, the project exceeded its annual targets for eLMIS deployments, health facility staff training, transitioning project activities to the Ministry of Health (MOH), and incorporating new system enhancements. The project deployed eLMIS facility edition (FE) to 430 sites, exceeding the set annual target by 8%. This increased the number of active eLMIS FE sites to 1,102, representing approximately 40% of the total active public health facilities in the country. The project also made significant progress in system enhancements, completing 90 user stories/requirements, which is 148% of the target set for FY2021. The overall life-of-project completion rate stands at 37%. In terms of sustainability and transition, the project made progress in capacity building for MOH staff to take over project activities by 2025. MOH led the installation of computer networks at 35% of the sites, meeting the FY2021 target. The project's success is evident in the improved supply chain management of health commodities in Zambia. The eLMIS has been deployed to 1,102 health facilities, representing approximately 40% of the total active public health facilities in the country. The project's achievements have also contributed to the country's efforts to achieve an AIDS-free generation, as outlined in the PEPFAR strategy. The project's progress is a testament to the collaborative efforts of the implementing partners, subcontractors, and counterpart organizations. The project's success will have a lasting impact on the supply chain management of health commodities in Zambia, ensuring that the country's health facilities have access to the necessary resources to provide quality healthcare services.
