The project focused on enhancing the NEA's ability to manage regulatory affairs and ensure compliance with regulatory requirements. The framework emphasized the importance of establishing a proactive compliance management process and deploying required resources to manage compliance and handle the utility's regulatory affairs. The NEA's regulatory department played a crucial role in ensuring compliance with regulatory requirements. The department's objectives included identifying compliance obligations, assessing non-compliance risk, and performing control activities. The department's responsibilities included retrieving, compiling, and integrating data from multiple sources, as well as monitoring and improving the compliance management process. A case study of the West Bengal State Electricity Distribution Company Limited (WBSEDCL) in India highlighted the importance of establishing a regulatory team within the utility. The indicative structure of the regulatory team included a team leader, compliance officer, and data analyst. The team's responsibilities included identifying compliance obligations, assessing non-compliance risk, and performing control activities. The regulatory compliance framework emphasized the need for utilities to establish a proactive compliance management process and deploy required resources to manage compliance and handle regulatory affairs. The framework also highlighted the importance of information management, capacity building, and regulatory team capacity. By implementing the regulatory compliance framework, the NEA aimed to improve its ability to manage regulatory affairs and ensure compliance with regulatory requirements.
