The Collaborating, Learning and Adapting in India Mechanism (CLAIM) is a program designed to support the achievement of USAID/India's Country Development Cooperation Strategy (CDCS) by integrating collaboration, learning, and adapting (CLA) throughout the design and implementation of USAID/India's activities.

Abstract
The CLAIM IDIQ offers a range of services to support CLA, including project design and implementation support, evaluations and assessments, monitoring and data functions, organizational learning, activity mapping, performance and adaptive management, scenario planning, knowledge management and dissemination, roundtable/meeting/workshop support, and targeted training in monitoring and evaluation (M&E) and Geographic Information System for implementing partners, Mission staff, and Government of India staff. The CLAIM IDIQ is managed by the Panagora Group, with Grant Thornton India serving as a subcontractor. The program is led by William Cartier, India CLAIM IDIQ Director, and supported by a team of experts. The CLAIM IDIQ has been working closely with the USAID/India Program Support Office (PSO) to implement various work orders (WOs) under Task Order 1 (TO 1). During the first quarter of Year 2, the CLAIM IDIQ continued to implement various WOs under TO 1. The program completed several WOs, including the Tibet PAD Assessment, the Regional Gender Assessment for CDCS, and the SAATHI Mid-Term Evaluation. The program also made significant progress on several other WOs, including the Inclusive Development Assessment for CDCS, the PAD MEL Plans, PMP, and CLA Plan, and the Project/Activity Design Support. The CLAIM IDIQ also began planning for several new WOs, including the Greening the Grid (GtG) Final Performance Evaluation and the COVID-19 Desk Review. The program conducted work planning, prepared and submitted draft SOWs, and recruited technical teams for these new WOs. The CLAIM IDIQ has been adapting to changing Mission priorities and has made significant changes to the SOWs of several WOs under TO 1. The program has also incorporated substantial changes to the SOWs of several WOs, including the India Inclusive Development Assessment, the South Asia Regional Gender Assessment, and the Project/Activity Design Support. The CLAIM IDIQ continues to work closely with the USAID/India PSO to implement various WOs under TO 1. The program is committed to supporting the achievement of USAID/India's CDCS and is working to integrate CLA throughout the design and implementation of USAID/India's activities. The CLAIM IDIQ has made significant progress in implementing various WOs under TO 1, including the completion of several WOs and the initiation of several new WOs. The program continues to adapt to changing Mission priorities and is committed to supporting the achievement of USAID/India's CDCS. The CLAIM IDIQ has been working closely with the USAID/India PSO to implement various WOs under TO 1.
