Abstract
The project was funded by USAID and managed by QED Group LLC. The project's scope included providing technical assistance to the GoI to improve its human resources management, payroll, and personnel services. The CBO worked closely with the Ministry of Finance (MoF), the Ministry of Health (MoH), and other government agencies to implement the project's objectives. The project's methodology involved conducting assessments, providing training, and implementing information technology solutions to improve the efficiency and effectiveness of the GoI's personnel management systems. The CBO also worked with the GoI to develop policies and procedures for personnel management, payroll, and benefits administration. One of the key findings of the project was the significant improvement in the GoI's ability to manage its personnel and provide essential services to its citizens. The project's implementation of the Iraq Development Management System (IDMS) and the One-Stop-Shop (OSS) system enabled the GoI to streamline its personnel management processes and reduce the time and cost associated with hiring and paying personnel. The project also made significant progress in improving the GoI's ability to provide essential services to its citizens. The CBO worked with the GoI to develop policies and procedures for service delivery, and implemented information technology solutions to improve the efficiency and effectiveness of service delivery. The project's evaluation revealed that the GoI's personnel management systems had improved significantly, with a reduction in the time and cost associated with hiring and paying personnel.
