Abstract
The project aims to improve the water infrastructure in Jordan, with a focus on increasing access to safe and reliable water supply, reducing non-revenue water, and enhancing the overall efficiency of the water sector. The project is located in Jordan, with a specific focus on the water authority's operations and management. The project's theory of change is based on the assumption that improved water infrastructure and management practices will lead to increased access to safe and reliable water supply, reduced non-revenue water, and enhanced overall efficiency of the water sector. The MEL Plan outlines the performance indicators, their baselines, and targeted values over the life of the project. The indicators are categorized into three main areas: water supply, water efficiency, and institutional capacity. The plan also describes the data quality assurance and assessment procedures, as well as the reporting requirements for indicator data. The project will use a variety of data collection methodologies, including surveys, interviews, and monitoring of key performance indicators. The plan also outlines the roles and responsibilities of the project team, including the Chief of Party, Deputy Chief of Party, and Monitoring and Evaluation Specialist. The MEL Plan is based on the standards of ADS 201, which requires that the plan describes how the implementing agency will monitor, evaluate, and learn from implementation and the resulting data collected to manage the project. The plan is intended to provide a clear understanding of the project's objectives, how progress will be measured, and a convincing approach to achieve the results proposed. The project's results framework is outlined in Annex A of the MEL Plan, which describes the project's overall objectives, intermediate results, and performance indicators. The plan also includes a logical framework (logframe) in Annex B, which provides a detailed description of the project's objectives, activities, and expected outcomes. The MEL Plan is a critical component of the project's implementation, as it provides a framework for monitoring and evaluating progress towards the project's objectives. The plan will be used to track the project's performance, identify areas for improvement, and make adjustments as needed to ensure that the project is on track to meet its objectives. The project's performance indicators are outlined in Annex E of the MEL Plan, which includes a performance and context indicator reference sheet. The plan also includes an indicator tracking table in Annex F, which provides a detailed description of the project's performance indicators and their targets. The MEL Plan is a comprehensive and detailed document that outlines the project's monitoring, evaluation, and learning framework. The plan provides a clear understanding of the project's objectives, how progress will be measured, and a convincing approach to achieve the results proposed.
