Abstract

The HATCARD provides a platform for monitoring, evaluating, and communicating HIV and tuberculosis program performance to accelerate and sustain access to high-quality data for improving program management. The HATCARD system is designed as part of USAID's commitment to develop a tool to assist USAID Nigeria and its implementing partners (IPs) in improving the effectiveness of USAID programming in that country. HATCARD aims to facilitate increased and sustainable use of information by USAID and targeted partners for HIV and TB program improvement, learning, accountability, policy formulation, and resource allocation decisions. The system is designed to be a simple, efficient, evidence-based program management tool that serves as the go-to platform for consolidating performance indicator data and generating information for use in performance management and reporting. More specifically, HATCARD is intended to serve as a Mission-wide management information system that streamlines and automates performance monitoring and reporting. Its main objective is to improve decision support, work planning, and resource allocation. To access the HATCARD dashboard, users must log in to the application using their username and password. Once successfully logged in, users will see one of two possible landing pages: Thematic Dashboards Catalogue or High-Level Program Summaries, depending on the dynamic user configuration. The landing pages provide a suite of thematic dashboards that present insightful, embedded Tableau analytical outputs to help drive evidence-based decision making. The HATCARD structure consists of the following main sections: Dashboards, Repository, Data Manager, Dashboard Embedding, and Configuration. The Dashboard module provides a suite of thematic dashboards that presents insightful, embedded Tableau analytical outputs to help drive evidence-based decision making. Dashboards are a convenient way to display data analytics and use flexible previews to get an at-a-glance perspective on the data for monitoring performance. The Repository section stores all data pertaining to the Mission's activities and performance results. The Data Manager section is responsible for managing and updating the data stored in the Repository. The Dashboard Embedding section allows users to embed dashboards into other applications or websites. The Configuration section allows users to customize the settings and preferences of the HATCARD system. Overall, the HATCARD system is designed to provide a user-friendly and efficient platform for monitoring, evaluating, and communicating HIV and tuberculosis program performance in Nigeria. The system aims to improve decision support, work planning, and resource allocation, and to facilitate increased and sustainable use of information by USAID and targeted partners.
