Abstract
The team consists of 108 members from six institutions: firefighters, police, Salvadoran Red Cross, Salvadoran Green Cross, Comandos de Salvamento, and Fondo Solidario para la Salud. This accreditation marks the culmination of a multi-year capacity-building process aimed at preparing the team to execute emergency search and rescue operations in complex urban environments. The capacity-building process involved training in various areas, including Incident Command Systems (ICS), Collapsed Structures Search and Rescue (CSSR), and Hazardous Materials First Response (HAZMAT). USAID/OFDA provided significant support for this training, which was essential for the team's accreditation. The training enabled the team to develop the necessary skills and knowledge to respond effectively to complex emergencies. Miyamoto International, through the USAID/OFDA PREPARE II Program, played a crucial role in the procurement of specialized equipment required for USAR accreditation. The program managed the purchase of personal protection equipment, information technology equipment, and electronic search and rescue equipment, including sophisticated cameras and listening sensors. These advanced tools will enable the team to conduct more effective searches in damaged and collapsed structures. The procurement of equipment was accompanied by training for USAR members on its use. A workshop was held on June 28-30 to train team members on the use of information technology for electronic monitoring of inventory. This training ensured that the team is equipped with the necessary skills to utilize the advanced equipment effectively. The accreditation of El Salvador's lead USAR team is a significant achievement, demonstrating the country's commitment to disaster preparedness and response. The team's capabilities will be essential in responding to complex emergencies, particularly in urban areas. The support provided by USAID/OFDA and Miyamoto International has been instrumental in enabling the team to achieve this milestone.
