Abstract
This group, composed of 16 members, including prosecutors and officials from nine districts of Peru, was tasked with redesigning the organization of the criminal prosecution offices to facilitate the implementation of the Criminal Procedure Code. The Criminal Procedure Code, which replaced the Criminal Procedures Code of 1940, was implemented in 2006. The new Code transforms the role of prosecutors and demands adjustments to the organization and procedures of the criminal prosecution offices to realize the accusatory model and the oral trial. The implementation of the new Code aims to enhance speed and transparency, but reorganization is necessary to attain its full potential. The working group, with technical assistance from the USAID Pro-Integridad Project, developed the Manual to consolidate the corporate model and establish coordination mechanisms and criteria to optimize the distribution of prosecutors' workloads. The Manual redesigns the organization of the criminal prosecution offices to facilitate team work, systemic coordination between prosecution and administrative units, and equitable distribution of workloads. The Manual was approved by the Prosecutor General of Peru through Resolution No. 1731-2014-MP-FN, dated May 9, 2014. The implementation of the Manual is a key step in the reorganization of the prosecutors' offices, which is part of the Plan for the Consolidation of the Reform approved by the Special Commission for Implementation of the Criminal Procedure Code. The next step in the implementation process will be to train prosecutors and key personnel to implement the new corporate office structure and procedures. USAID Pro-Integridad will continue to support the Public Ministry in this process, ensuring that the Manual is effectively implemented and that the goals of the reorganization are achieved.
