The USAID Reforestation Project aims to increase tree cover in Northern Haiti in line with government of Haiti priorities to restore environmental services and support domestic and international efforts to improve food security and resilience.

Abstract
The project is a five-year cooperative agreement between USAID and Chemonics International that integrates market-driven income-generating activities as incentives to achieve its goals. It has four primary objectives: (1) Reduce the threat of deforestation; (2) Improve resilience to economic and natural shocks; (3) Increase tree cover in targeted areas; and (4) Improve environmental governance and coordination. A wide array of evidence shows that actively engaging the communities and investments in market-driven activities are key to fostering ownership and ensuring sustainability, which are fundamental to increased tree cover and improved resilience to economic and natural shocks. To ensure the success and long-lasting impacts of its interventions and initiatives, the Project worked with targeted municipal and local governments and selected communities to better understand the socio-political and economic issues that affect the use and management of tree resources. It also set the foundation to work with them to increase their interest in and commitment to sound landscape management and strengthen their capacity to do so. The project's strategy focuses on four key results: (1) reducing the threat of deforestation; (2) improving resilience to economic and natural shocks; (3) increasing tree cover in targeted areas; and (4) improving environmental governance and coordination. To achieve these results, the project will implement a range of activities, including monitoring the drivers of deforestation, improving ancillary capacities for reforestation, improving the biomass-based fuel offer, and improving fuel-wood use efficiency. The project will also focus on improving resilience to economic and natural shocks by increasing access to improved technology, productive assets, credit, and financial services; supporting targeted non-wood agroforestry products value chains; promoting forest-friendly animal husbandry; and supporting high-value seasonal crops in agroforestry systems. Additionally, the project will work to increase tree cover in targeted areas by increasing tree cover in sub-watersheds, restoring coastal mangrove forests, and improving environmental governance and coordination. The project's organizational structure includes a range of stakeholders, including the Government of Haiti, local governments, communities, and non-governmental organizations. The project will also engage in a range of communications activities, including stakeholder engagement, community outreach, and media relations. Monitoring, evaluation, and learning will be an essential component of the project, with a focus on tracking progress towards the project's objectives and identifying areas for improvement. The project's technical activity descriptions provide a detailed overview of the activities that will be implemented to achieve the project's objectives.
