Abstract
The project focuses on several key areas, including access to finance for small and medium enterprises, improving the legal and regulatory environment for business and investment, and promoting platforms for reform advocacy and public-private dialogue. One of the major accomplishments of the project in the fourth quarter of 2013 was the launch of several new projects. These included an analysis of STS administrative processes and assessment of private sector experience of VAT registration, reporting, crediting, and refunding. This study aimed to identify bottlenecks in private sector compliance with VAT reporting and to develop recommendations for improvement. Another new project launched in the fourth quarter of 2013 was a week-long training in "Legal and Fiscal Frameworks and Negotiation of Investment Contracts" in the mining sector by the Vale Columbia Center. This training aimed to enhance the capacity of government officials and private sector representatives to negotiate investment contracts and to improve the legal and fiscal frameworks governing the mining sector. The project also made significant progress in improving the business environment for mining and mineral resources. A medium- and long-term development strategy for the mineral resources sector was developed, and a training program was conducted to enhance the capacity of government officials and private sector representatives to negotiate investment contracts. In addition, the project made progress in improving the legal and regulatory environment for business and investment. A study was conducted to optimize and streamline business licenses and permits, and a review of the legal and regulatory framework and its implementation for conducting business inspections was undertaken. The project also focused on improving the business environment for tourism. A capacity development program was conducted to enhance the capacity of the tourism department of the ministry of culture, information, and tourism. Furthermore, the project implemented indirect tax policy and administration reform. A study was conducted to improve VAT administration, and a public education campaign was launched to introduce the universal tax declaration regime. The project also promoted platforms for reform advocacy and public-private dialogue. A capacity development program was conducted to enhance the capacity of the secretariat of the business development and investment council, and a HICD assessment was conducted of the chamber of commerce and industry. Overall, the USAID REFORMA Project made significant progress in improving the business environment in the target country in the fourth quarter of 2013. The project's focus on improving access to finance, the legal and regulatory environment, and promoting platforms for reform advocacy and public-private dialogue has the potential to have a positive impact on the country's economic development.
