USAID REFORMA Project Year Three, First Quarterly Report Fourth Quarter 2013

The project focuses on several key areas, including access to finance for small and medium enterprises, improving the legal and regulatory environment for business and investment, and promoting platforms for reform advocacy and public-private dialogue. One of the major accomplishments of the project in the fourth quarter of 2013 was the launch of several new projects. These included an analysis of STS administrative processes and assessment of private sector experience of VAT registration, reporting, crediting, and refunding. This study aimed to identify bottlenecks in private sector compliance with VAT reporting and to develop recommendations for improvement. Another new project launched in the fourth quarter of 2013 was a week-long training in "Legal and Fiscal Frameworks and Negotiation of Investment Contracts" in the mining sector by the Vale Columbia Center. This training aimed to enhance the capacity of government officials and private sector representatives to negotiate investment contracts and to improve the legal and fiscal frameworks governing the mining sector.
