Abstract
The IDP is designed to incorporate Just Energy Transition (JET) principles, which aim to transition the energy mix from coal to renewable energy sources. The JET principles are guided by the South Africa's Just Energy Transition Investment Plan (JET IP), 2023-2027. The IDP process involves five phases, each with specific objectives and outcomes. The first phase, Assessment, involves evaluating the extent of coal dependency in the region and the economic impacts of diversifying the energy mix. This phase also includes analyzing the network infrastructure capacity to adapt to increased penetration of embedded generation and wheeling application. The second phase, Analysis, involves developing robust economic plans to grow other industries in addition to coal and diversify the energy mix for increased generation capacity and alignment with national climate ambitions. This phase also includes creating distribution network maintenance and upgrade plans, finalizing the plans' costs, and exploring a mixture of climate funding versus internal capital expenditure budgeting for these projects. The third phase, Projects, involves finalizing projects that advance JET principles. These projects can be taken from sector plans, such as land redevelopment and re-use, upgrading or maintaining distribution network infrastructure, conducting electric vehicle infrastructure feasibility studies, and waste-to-energy projects. The costing and possible funding sources for these projects are also finalized during this phase. The fourth phase, Approval, involves developing a vision and objectives for the municipality that incorporate JET principles. This phase includes including projects and plans for diversifying the regional economy, outlining plans to create jobs in new sectors, and considering projects such as retrofitting existing infrastructure for green hydrogen, retrofitting existing coal plants for clean energy, and electric vehicle infrastructure. The fifth phase, Integration, involves ensuring that JET IDP plans are made in harmony with other municipal development plans and that they come together to advance municipal progress and service delivery through the integration of JET principles. This phase includes involving all stakeholders, such as coal communities, to make sure their needs are being heard and met, and engaging government departments, private sector, civil society, and other stakeholders in all the processes. The IDP process is guided by the JET principles, which aim to ensure that the transition to a cleaner, more sustainable energy mix is just and equitable for all stakeholders. The JET principles are supported by the South Africa's Just Energy Transition Investment Plan (JET IP), 2023-2027, and the Just Transition Knowledge Portal, a TIPS Initiative. The IDP process is a critical component of the JET framework, as it provides a comprehensive framework for municipal development that incorporates JET principles.
