The USAID SAFE: Supporting an AIDS-Free Era Program operates in three provinces of Zambia: Central, Copperbelt, and Northwestern.

Abstract
The program aims to reduce HIV mortality, morbidity, and transmission, while improving nutrition outcomes, cervical cancer screening, and family planning integration. USAID SAFE works with the Government of the Republic of Zambia, private-sector actors, and civil society institutions at various levels to increase access to antiretroviral therapy for HIV-positive adults and children, reduce new infections, and improve nutritional assessment, counseling, and support services. The program has three major technical components: direct service delivery and technical assistance for HIV services, strengthening of monitoring and evaluation systems for improved program management, and public financial management capacity building of the Ministry of Health and Ministry of Finance in support of government-to-government activities. USAID SAFE is organized around nine clearly defined and interconnected objectives, each of which must be fully completed to contribute to the program's overall success. The program's objectives include ensuring that 95 percent of HIV-positive individuals know their HIV status, initiating 95 percent of those who tested positive on antiretroviral therapy, ensuring that 95 percent of those on antiretroviral therapy are virally suppressed, strengthening the health system to support the 95/95/95 objectives, providing voluntary medical male circumcision to priority populations to avert new infections, integrating voluntary family planning services into 95 percent of HIV service delivery locations, reaching 90 percent of eligible HIV-positive adults and children with nutritional assessment, counseling, and support, strengthening monitoring and evaluation capacity at the facility, district, and provincial levels for improved program management, and strengthening the public financial management systems of the Ministry of Health and Ministry of Finance to enable efficient use of direct government-to-government funds from USAID. As of Quarter 2 of Project Year 2, USAID SAFE has achieved significant results in various indicators. The program has tested 321,881 individuals for HIV, with 117 percent of the annual target achieved. Additionally, 313,334 individuals have been tested for HIV, and 635,215 individuals are expected to be tested by the end of the year. The program has also made progress in other indicators, including the number of individuals initiated on antiretroviral therapy, the number of individuals with viral suppression, and the number of individuals reached with nutritional assessment, counseling, and support services. USAID SAFE is applying specific achievement strategies for each indicator to meet the target by the end of the next quarter. The program is working closely with the Government of the Republic of Zambia, private-sector actors, and civil society institutions to achieve its objectives and contribute to the reduction of HIV mortality, morbidity, and transmission in Zambia. The program's implementation status is being closely monitored, and progress is being made in various areas.
