Abstract
The project is funded by the United States Agency for International Development (USAID) and is implemented by DAI. The project's main objective is to support the Government of Mozambique (GRM) in developing a policy enabling environment for development. The branding strategy for the project involves using full branding and the USAID tagline "FROM THE AMERICAN PEOPLE" on materials and communications. Co-branding and no branding will be considered on a case-by-case basis as deemed appropriate by the Contracting Officer's Representative (COR) and Contracting Officer (CO). The project will prioritize using the logos of GRM institutional partners and CSO/NGO counterparts on reports and other technical products to ensure local ownership/leadership in areas of policy reform. The project will be branded as from USAID and prepared by DAI or one of its subcontractors as part of Supporting the Policy Enabling Environment for Development (USAID SPEED). Maximum attention will be placed on local governmental and non-governmental counterparts. When applicable, all materials will acknowledge that they were produced with support "FROM THE AMERICAN PEOPLE." In cases where a local language predominates above English, the appropriate translation into the local language will be used in branding the project. The project will follow specific procedures for including the Branding Implementation Plan requirements as stated in the mandatory internal reference Branding and Marking in USAID Direct Contracting in ADS Chapter 320. The project will also use social media communications in compliance with ADS 558, Use of Social Media for Public Engagement. The project's public communications and project materials will visibly bear the standard USAID identity, including the USAID logo and the tagline "FROM THE AMERICA PEOPLE." All logos for USAID SPEED can be found on the USAID website. The project will also acknowledge that the document was prepared for USAID's Supporting the Policy Enabling Environment for Development (USAID SPEED) by DAI or one of its subcontractors or local institutional partners as necessary. The project's branding and marking plan is subject to the restrictions on the title page of this document, and the use or disclosure of the data contained on this page is subject to the restrictions on the title page of this document. The project will incorporate the Branding and Marking Chart in Statements of Work (SOWs) to identify how the report is expected to be branded/co-branded. This will be discussed with USAID and formally approved when the SOW is approved by the USAID COR/ACOR. The project's implementation plan involves analyzing each activity and deliverable closely to determine which ones should carry the USAID branding, co-branding with the GRM, or simply be branded by the GRM Ministry leading the economic policy analysis. The project will take careful consideration during activity design and implementation to take the appropriate strategy when publishing/presenting any new research or deliverables. The project's geographic focus is Mozambique, and the project's timeframes are from March 22, 2021, to March 20, 2026. The project's recommendations include prioritizing local ownership/leadership in areas of policy reform and using the logos of GRM institutional partners and CSO/NGO counterparts on reports and other technical products.
