Abstract
The project aims to improve the accountability, transparency, and effectiveness of subnational governments in Nigeria. The project focuses on six partner states: Adamawa, Akwa Ibom, Bauchi, Ebonyi, Gombe, and Sokoto. The project's implementation progress is reported in the quarterly report for the third quarter of fiscal year 2021, covering the period from April 1 to June 30, 2021. The report highlights the progress made in achieving the project's intermediate results (IRs) and the challenges faced during the quarter. The project has made significant progress in increasing the efficiency of subnational government operations, improving subnational government responsiveness to citizens and civil society organization engagement, and improving subnational government capacity to manage conflict. The project has also made progress in orienting state transformation committees, developing state action plans, and engaging with federal authorities. The project has also implemented grants, with the release of an expression of interest (EOI) and the pre-award bidders' conference. The project has also made progress in integrating cross-cutting issues, including gender and social inclusion, and collaboration with other USAID implementing partners and donors. The project's management and administrative matters are also reported in the quarterly report. The report highlights the progress made in updating the monitoring, evaluation, and learning plan (MEL), office accommodation and renovations, procurement, security, and implementation challenges and opportunities.
