The Sustainable Fish Asia Technical Support (SuFiA TS) Activity is a USAID-funded program aimed at promoting sustainable fisheries management in Southeast Asia and the Pacific.

Abstract
The program began on November 24, 2021, and will conclude on November 23, 2025. The prime implementing partner is Tetra Tech ARD, with subcontractors including The Stimson Center and several regional organizations. The program's geographic coverage includes 11 countries in Southeast Asia and the Pacific: Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Papua New Guinea, the Philippines, Singapore, the Solomon Islands, Thailand, Timor Leste, and Vietnam. The program's objectives are aligned with USAID's Country Development Cooperation Strategy (CDCS) and the Regional Development Cooperation Strategy (RDCS). The SuFiA TS Activity has five strategic approaches to achieve its objectives. Strategic Approach 1 focuses on the adoption and implementation of regional sustainable fisheries policies, standards, and regulatory frameworks. This approach involves working with regional organizations, such as the ASEAN Secretariat and the Coral Triangle Initiative on Climate Change, Fisheries, and Food Security (CTI-CFF), to develop and implement policies and standards that promote sustainable fisheries management. Strategic Approach 2 aims to increase the adoption of fair labor and sustainable fishing practices by fishery businesses in the region. This approach involves working with fishery businesses to adopt sustainable fishing practices, such as reducing bycatch and discarding, and promoting fair labor standards. Strategic Approach 3 focuses on effective and efficient project coordination, administrative and technical support, and outreach and communications delivered. This approach involves providing technical assistance and support to regional organizations and fishery businesses to help them implement sustainable fisheries management practices. Strategic Approach 4 aims to improve social inclusion within regional fisheries management, including small-scale fishers, women, and youth empowerment. This approach involves working with small-scale fishers, women, and youth to promote their participation in fisheries management and to provide them with the skills and knowledge they need to participate in sustainable fisheries management. Strategic Approach 5 focuses on regional institutions and countries empowered to safeguard their fishery resources from foreign malign influences. This approach involves working with regional organizations and countries to develop and implement policies and regulations that prevent foreign malign influences from affecting their fishery resources. The SuFiA TS Activity also integrates several cross-cutting issues, including gender equality and social inclusion (GESI), coastal resiliency and adaptation to climate change, and countering trafficking in persons (CTIP). The program's implementation plan for FY24 includes several activities and milestones, including the development of regional sustainable fisheries policies and standards, the implementation of sustainable fishing practices by fishery businesses, and the provision of technical assistance and support to regional organizations and fishery businesses. The program's theory of change is based on the assumption that the adoption and implementation of regional sustainable fisheries policies, standards, and regulatory frameworks will lead to the adoption of fair labor and sustainable fishing practices by fishery businesses, which in turn will lead to improved social inclusion and the empowerment of small-scale fishers, women, and youth. The program's strategic approaches are designed to achieve these outcomes and to promote sustainable fisheries management in the region.
