Abstract
The program, implemented by Winrock International, began in October 2017 with a budget of $10 million. The program's primary objective is to reduce the demand and incentives for trafficked labor, empower at-risk populations to safeguard their rights, and strengthen protection systems. During the second year of the program, which spanned from October 1, 2018 to September 30, 2019, significant progress was made under the three intermediate results. The program began implementation in four target provinces, with the last target province updated from Songkhla to Phuket. Baseline research was also completed to collect data for key quantitative indicators. Despite changes in the government, the project maintained productive engagement with the Royal Thai Government, particularly the Ministry of Social Development and Human Security. The program concluded sub-agreements and onboarded five local grantees, marking a significant milestone in its implementation. The grantees were selected through a competitive process and were tasked with implementing projects that align with the program's objectives. The program's engagement with local stakeholders and grantees is crucial in ensuring the success of the initiative. The USAID Thailand CTIP program has made notable progress in reducing the demand and incentives for trafficked labor. The program's efforts to empower at-risk populations have also shown positive results, with women-headed households demonstrating higher adoption rates for sustainable agriculture practices. The program's focus on strengthening protection systems has also led to improved food security indicators and increased household income among program participants. The program's achievements are a testament to the effectiveness of the USAID Thailand CTIP initiative. The program's continued engagement with local stakeholders and grantees will be crucial in ensuring the long-term success of the initiative. The program's focus on reducing the demand and incentives for trafficked labor, empowering at-risk populations, and strengthening protection systems will continue to be essential in addressing the complex issue of human trafficking in Thailand. The program's implementation in four target provinces has also led to improved outcomes in these areas. The program's efforts to update the last target province from Songkhla to Phuket have ensured that the program's activities are focused on the most critical areas. The program's engagement with the Royal Thai Government has also been crucial in ensuring the success of the initiative. The USAID Thailand CTIP program's achievements and challenges will continue to be monitored and evaluated through the program's Monitoring, Evaluation, and Learning (MEL) framework. The program's MEL framework will provide critical insights into the program's effectiveness and identify areas for improvement. The program's continued engagement with local stakeholders and grantees will be essential in ensuring the long-term success of the initiative.
