Abstract
The program was awarded to Winrock International (WI) by the United States Agency for International Development (USAID) in 2012. WI implements the program in partnership with Vietnam's Ministry of Agriculture and Rural Development (MARD) and through sub-awards with various organizations. The program's primary focus is on sustainable landscapes, which involves promoting agroforestry, reforestation, and forest conservation. This component is implemented through the establishment of Farmer Interest Groups (FIGs) and Farmer Field Schools (FFSs), which provide training and support to farmers on sustainable agriculture practices. The program also focuses on climate change adaptation, which involves promoting climate-resilient agriculture practices, improving early warning systems, and enhancing disaster risk reduction. The national policy and coordination component of the program aims to strengthen Vietnam's policy and institutional framework for sustainable landscapes and climate change adaptation. This component involves working with government agencies, such as the Ministry of Agriculture and Rural Development (MARD) and the Department of Natural Resources and Environment (DONRE), to develop and implement policies and regulations that support sustainable landscapes and climate change adaptation. In FY 2017, the program achieved several key milestones. The sustainable landscapes component made significant progress in establishing FIGs and FFSs, with a total of 1,200 farmers participating in the program. The adaptation component also made progress in promoting climate-resilient agriculture practices, with a total of 500 farmers receiving training on climate-resilient agriculture practices. The national policy and coordination component made progress in developing and implementing policies and regulations that support sustainable landscapes and climate change adaptation. The program also made progress in capacity building, gender, and communications. The capacity building component involved providing training and support to government agencies and local organizations on sustainable landscapes and climate change adaptation. The gender component involved promoting gender equality and women's empowerment in the program. The communications component involved promoting the program's activities and achievements through various media channels. The program's lessons learned highlight the importance of building strong partnerships with government agencies and local organizations, as well as the need for continued support and resources to achieve the program's objectives. The program's quantitative impact is also presented in the report, which shows the program's progress in achieving its indicators. The program's next quarter's work plan is also presented in the report, which outlines the program's activities and objectives for the next quarter. The program administration section of the report provides information on the program's budget, personnel, and other administrative matters. The annexes to the report provide additional information on the program's indicators, activity progress, and environmental mitigation and monitoring plan implementation. Annex 1 presents the program's indicators, while Annex 2 presents the activity progress in the program's work plan. Annex 3 presents the environmental mitigation and monitoring plan implementation in FY 2017.
