Abstract
The program promotes the development of critical building blocks to scale up clean energy through access to technology, access to financing, development of bankable projects, and development of a sustainable clean energy supply industry for Vietnam. V-LEEP's support directly benefits relevant departments within the Ministry of Industry and Trade (MOIT), which governs the energy sector. These departments include the Electricity and Renewable Energy Authority (EREA), the Electricity Regulatory Authority of Vietnam (ERAV), and the Energy Efficiency and Sustainable Development Department (EESD). As V-LEEP helps the Government of Vietnam (GVN) re-orient energy policies and streamline procedures, it also helps the private sector enhance and accelerate the design, financing, and implementation of renewable energy (RE) projects. The program is a five-year initiative that will operate until September 2020. The V-LEEP Work Plan for its final year of operation, FY 2020, from October 1, 2019, through September 1, 2020, outlines the program's objectives and activities for the year. Under Component 1, V-LEEP will help GVN strengthen its clean energy planning, strategies, and policies. In Year 5, V-LEEP's primary focus will be on EREA's top priority: capacity building for its cornerstone eighth national Power Development Plan (PDP-8). Under Component 2, V-LEEP will work with government and private sector stakeholders to enhance capacity and improve the enabling environment for renewable energy development. This includes increasing the capacity of government institutions to improve the enabling environment for RE development, enhancing the capacity of RE developers and private sector in large-scale RE development, and supporting the design and piloting of direct power purchase agreements (DPPAs). V-LEEP's practical, private sector orientation is one of its defining features. The program's activities are designed to support the development of bankable projects, improve compliance with minimum energy performance standards (MEPS), and promote the adoption of renewable energy technologies. By working closely with government and private sector stakeholders, V-LEEP aims to create a sustainable clean energy supply industry for Vietnam and contribute to the country's low-emission growth goals. The program's staffing plan for Year 5 includes a range of activities, including strengthening national power planning capacity, helping develop a road map and action plan to implement Vietnam's renewable energy development strategy, and providing customized one-on-one support to RE project developers. V-LEEP's work in Year 5 will focus on supporting the development of critical building blocks to scale up clean energy in Vietnam, including access to technology, access to financing, and development of bankable projects. V-LEEP's support for the development of renewable energy projects will focus on promoting the adoption of renewable energy technologies, improving compliance with MEPS, and supporting the design and implementation of DPPAs. The program's work will also focus on enhancing the capacity of government institutions and private sector stakeholders to support the development of renewable energy projects. The program's results framework outlines the expected outcomes and indicators for V-LEEP's work in Year 5. The framework includes indicators for the development of clean energy planning, strategies, and policies, as well as indicators for the adoption of renewable energy technologies and the development of bankable projects. By working closely with government and private sector stakeholders, V-LEEP aims to create a sustainable clean energy supply industry for Vietnam and contribute to the country's low-emission growth goals.
