Abstract
Government (USG) is the largest bilateral donor to Sudan and has contributed more than $4 billion for humanitarian programs in Sudan and eastern Chad since Fiscal Year 2004. Sudan continues to cope with the effects of conflict, displacement, and insecurity countrywide. Since 2003, the Darfur complex emergency has affected more than 4.7 million people, including nearly 2.7 million internally displaced persons. The former Government of Sudan and the southern-based Sudan People's Liberation Movement continue to implement the Comprehensive Peace Agreement, which was signed in 2005 and ended more than two decades of conflict between the North and the South. The conflict resulted in more than 2 million deaths, displaced 4 million people within Sudan, and forced 600,000 people to seek refuge in neighboring countries. The U.N. estimates that more than 2.2 million displaced persons have returned to Southern Sudan and the Three Areas of Southern Kordofan, Blue Nile, and Abyei since 2005. The USG has provided significant humanitarian assistance to Sudan, with a focus on emergency relief supplies, food assistance, and protection services. In Darfur, the USG has supported the delivery of food, shelter, and healthcare to affected populations, as well as the provision of protection services to vulnerable groups, including women and children. In eastern Chad, the USG has provided humanitarian assistance to internally displaced persons and refugees from Sudan, with a focus on emergency relief supplies, food assistance, and protection services. The USG has also supported the delivery of healthcare and education services to affected populations in eastern Chad. The USG has worked closely with international organizations, including the United Nations High Commissioner for Refugees (UNHCR), the World Food Programme (WFP), and the International Committee of the Red Cross (ICRC), to provide humanitarian assistance to affected populations in Sudan and eastern Chad. The USG has also provided support to the humanitarian response in Sudan and eastern Chad through the provision of logistics and transportation services, as well as the delivery of relief commodities, including food, shelter, and healthcare supplies. The USG has worked to strengthen the capacity of local organizations and governments to respond to humanitarian crises, through the provision of training and technical assistance. The USG has also supported the development of emergency preparedness and response plans, to ensure that affected populations receive timely and effective assistance in the event of a humanitarian crisis. The USG has provided humanitarian assistance to Sudan and eastern Chad through a range of programs and activities, including the provision of emergency relief supplies, food assistance, and protection services. The USG has worked closely with international organizations and local partners to deliver humanitarian assistance to affected populations, and has supported the development of emergency preparedness and response plans to ensure that affected populations receive timely and effective assistance in the event of a humanitarian crisis.
