Abstract
Government (USG) is the largest bilateral donor to Sudan and has contributed more than $4 billion for humanitarian programs in Sudan and eastern Chad since Fiscal Year 2004. Sudan continues to cope with the effects of conflict, displacement, and insecurity countrywide. Since 2003, the Darfur complex emergency has affected more than 4.7 million people, including nearly 2.7 million internally displaced persons. The former Government of Sudan and the southern-based Sudan People's Liberation Movement continue to implement the Comprehensive Peace Agreement, which was signed in 2005 and ended more than two decades of conflict between the North and the South. The conflict resulted in more than 2 million deaths, displaced 4 million people within Sudan, and forced 600,000 people to seek refuge in neighboring countries. The U.N. estimates that more than 2.2 million displaced persons have returned to Southern Sudan and the Three Areas of Southern Kordofan, Blue Nile, and Abyei since 2005. The Darfur region is divided into three areas: North Darfur, West Darfur, and South Darfur. The region is home to numerous internally displaced persons (IDPs) and refugees, with over 4.7 million people affected by the conflict since 2003. The USG has provided significant humanitarian assistance to the region, with a focus on providing food, shelter, and protection to IDPs and refugees. The USG has also supported the implementation of the Comprehensive Peace Agreement and has provided assistance to the Government of Sudan and the Sudan People's Liberation Movement. The USG has provided humanitarian assistance to various locations in Sudan, including the states of North Darfur, West Darfur, and South Darfur, as well as the Three Areas of Southern Kordofan, Blue Nile, and Abyei. The assistance has included food, shelter, and protection to IDPs and refugees, as well as support for the implementation of the Comprehensive Peace Agreement. The USG has also provided assistance to the Central African Republic and Ethiopia, which have been affected by the conflict in Sudan. The USG has worked with various international organizations and non-governmental organizations (NGOs) to provide humanitarian assistance to Sudan. These organizations include the United Nations High Commissioner for Refugees (UNHCR), the World Food Programme (WFP), the International Rescue Committee (IRC), and the International Committee of the Red Cross (ICRC). The USG has also provided assistance to the Government of Sudan and the Sudan People's Liberation Movement to support the implementation of the Comprehensive Peace Agreement. The USG has provided significant funding for humanitarian programs in Sudan and eastern Chad, with a total of over $4 billion contributed since Fiscal Year 2004. The funding has supported a range of humanitarian activities, including food assistance, shelter, protection, and support for the implementation of the Comprehensive Peace Agreement. The USG has also provided assistance to the Central African Republic and Ethiopia, which have been affected by the conflict in Sudan.
