Abstract
Government (USG) is the largest bilateral donor to Sudan and has contributed nearly $4 billion for humanitarian programs in Sudan and eastern Chad since Fiscal Year 2004. Sudan continues to cope with the effects of conflict, displacement, and insecurity countrywide. Since 2003, the Darfur complex emergency has affected more than 4.7 million people, including nearly 2.7 million internally displaced persons. The former Government of Sudan and the southern-based Sudan People's Liberation Movement continue to implement the Comprehensive Peace Agreement, which was signed in 2005 and ended more than two decades of conflict between the North and the South. The conflict resulted in more than 2 million deaths, displaced 4 million people within Sudan, and forced 600,000 people to seek refuge in neighboring countries. The U.N. estimates that approximately 2.1 million displaced persons have returned to Southern Sudan and the Three Areas of Southern Kordofan, Blue Nile, and Abyei since 2005. The USG humanitarian assistance to Sudan and eastern Chad focuses on addressing the needs of internally displaced persons, refugees, and host communities. Key areas of intervention include agriculture and food security, coordination and information management, economy and market systems, emergency relief supplies, health, humanitarian air operations, IDP assistance, logistics and transport, nutrition, protection, refugee assistance, risk reduction, shelter, and water, sanitation, and hygiene. In Sudan, the USG humanitarian assistance is concentrated in the states of North Darfur, West Darfur, and South Darfur, as well as in the Three Areas of Southern Kordofan, Blue Nile, and Abyei. The assistance includes food assistance, shelter, and non-food items, as well as support for agriculture and livelihoods, water, sanitation, and hygiene, and protection services. In eastern Chad, the USG humanitarian assistance focuses on supporting refugees and host communities in the regions of Ouaddaï, Salamat, and Wadi Fira. The USG humanitarian assistance to Sudan and eastern Chad is implemented by a range of partners, including non-governmental organizations (NGOs), international organizations, and local organizations. Key partners include USAID/OFDA, USAID/FFP, State/PRM, and other USG agencies, as well as NGOs such as Concern, CRS, IMC, Mercy Corps, and World Vision. The assistance is coordinated through the USG's humanitarian response framework, which includes the USG's humanitarian coordination mechanism and the USG's humanitarian assistance program. The USG humanitarian assistance to Sudan and eastern Chad is critical to addressing the humanitarian needs of affected populations. The assistance helps to alleviate suffering, protect human life, and promote recovery and resilience in the face of conflict and displacement. The USG continues to work with its partners to provide humanitarian assistance to those in need in Sudan and eastern Chad.
