Abstract
The partnership was launched in August 2014 with an initial commitment of $100 million from the Rockefeller Foundation, the United States Agency for International Development (USAID), and the Swedish International Development Cooperation Agency (Sida). The partnership's vision is to develop and implement locally driven, high-impact solutions to address the challenges of resilience in the face of disruptive events. The partnership's framework for action is centered around several key components, including challenges and networks, regional hubs, and cross-regional networks. The challenges and networks component involves a series of competitions and initiatives aimed at surfacing locally relevant solutions and identifying common themes and learning opportunities. The regional hubs component establishes connections between global and local institutions and actors to inform strategies and strengthen networks for data, learning, and innovation exchange. The cross-regional networks component helps to identify common themes, link siloed initiatives, and amplify learning within regions. The partnership's programmatic features include technology, measurement and diagnostics, policy and influence, learning and innovation, and innovative finance. These features are designed to facilitate global capacity building and accelerate the impact of programs by employing a range of tools, methods, and machines to increase evidence-based decision making and the adoption and scaling of innovations. The partnership also employs a light headcount, external partners, and a team-based approach to leverage a growing network of stakeholders and partners globally and in the Africa and Asia regions. The partnership's structure includes a partnership council, executive committee, senior management team, strategic services, programmatic features, operations, and regional hubs. The partnership council is responsible for providing strategic guidance and oversight, while the executive committee is responsible for implementing the partnership's strategy and programs. The senior management team is chaired by the executive director and includes a range of senior staff responsible for learning and knowledge management, challenge management, marketing and communications, monitoring and evaluation, and other key functions. The partnership has made significant progress in its first year, with nearly 500 submissions received for the Global Resilience Challenge and 17 teams selected for implementation. The partnership has also established a range of regional hubs and cross-regional networks, and has leveraged a growing network of stakeholders and partners globally and in the Africa and Asia regions. The partnership's innovative finance feature has also been launched, with a focus on leveraging unconventional financing mechanisms to improve the sustainability and diversity of funding for resilience. The partnership's executive director has emphasized the importance of leveraging a range of tools, methods, and machines to increase evidence-based decision making and the adoption and scaling of innovations. The partnership has also highlighted the need to identify and fill knowledge gaps to accelerate and improve resilience outcomes. The partnership's approach is centered around a collaborative and inclusive model that brings together a range of stakeholders and partners to maximize impact and achieve the partnership's vision of empowering hundreds of millions of people to increase their resilience.
