Abstract
The program aimed to address climate change and biodiversity conservation in the region. Key performance indicators (KPIs) were established to measure the program's progress and impact. One of the program's primary objectives was to improve the capacity of institutions to address climate change risks. According to the performance indicator table, the program achieved 100% of its target in FY17, FY18, and FY19, with a significant deviation of 189.5% in FY20. This was largely due to the support provided to the Abidjan Convention, enabling them to secure funding from the World Bank's West Africa Coastal Areas (WACA) program. The program also focused on training people on climate change adaptation. The number of people trained on climate change adaptation supported by USG assistance increased from 0 in FY16 to 2,133 in FY20, with a deviation of 107.3% from the life of project target. Additionally, the program supported 7,258 people to adapt to the effects of climate change, with a deviation of 92.7% from the life of project target. The program's efforts to improve the capacity of institutions to address sustainable landscapes issues were also successful. The number of institutions with improved capacity to address sustainable landscapes issues supported by USG assistance increased from 0 in FY16 to 176 in FY20, with a deviation of 104.8% from the life of project target. Furthermore, the program mobilized $22,369,584 for sustainable landscapes activities in FY20, with a deviation of 103.6% from the life of project target. The program also provided livelihood co-benefits to people associated with the implementation of USG-supported sustainable landscapes activities. The number of people receiving livelihood co-benefits increased from 0 in FY16 to 11,262 in FY20, with a deviation of 160.9% from the life of project target. Overall, the Biodiversity and Climate Change Program in West Africa made significant progress in addressing climate change and biodiversity conservation in the region. The program's achievements in improving institutional capacity, training people on climate change adaptation, and mobilizing resources for sustainable landscapes activities demonstrate its effectiveness in achieving its objectives.
