Abstract
The framework aims to assess women's political participation and leadership in various countries. Defining and measuring women's political participation and leadership involves understanding the concepts of access and power. Access WPPL refers to the ability of women to participate in the political process, while power WPPL refers to the ability of women to influence decision-making processes. The WPPL matrix is a tool used to assess the level of women's political participation and leadership in a given context. The ecosystem of women's political participation and leadership is influenced by socio-cultural, institutional, and individual factors. Socio-cultural factors include social norms, cultural values, and gender roles, which can either facilitate or hinder women's participation in politics. Institutional factors include laws, policies, and institutions that can either support or undermine women's participation in politics. Individual factors include women's education, skills, and experiences, which can influence their ability to participate in politics. Conducting a WPPL assessment involves several steps, including defining the assessment structure, selecting assessment tools, and organizing the field work. The assessment structure includes a desk review, politician survey, key informant interviews, focus group discussions, and practical considerations such as recruiting a research team and organizing the field work. The assessment framework is divided into three parts: mapping the state of WPPL, analyzing barriers and opportunities, and writing the report. Mapping the state of WPPL involves assessing the level of women's political participation and leadership in a given context, while analyzing barriers and opportunities involves identifying the factors that facilitate or hinder women's participation in politics. Writing the report involves summarizing the findings of the assessment and providing recommendations for improving women's political participation and leadership. The framework provides a comprehensive approach to assessing women's political participation and leadership, taking into account the complex interplay of socio-cultural, institutional, and individual factors that influence women's ability to participate in politics. By using this framework, USAID and other organizations can better understand the challenges and opportunities facing women in politics and develop effective strategies to promote women's political participation and leadership.
