Abstract
The meetings were conducted by Links Media, LLC, a communications company providing expert consultation services to the United States Agency for International Development (USAID) in support of the development and implementation of an Avian and Pandemic Influenza Communication Strategy for the Latin American and Caribbean (LAC) region. The purpose of the trip was to introduce the National Communication Plan to the members of the National Networking of Communication (NNC) and to finalize the Operational Plan of Communication and the Rapid Response Team (RRT) Protocol. The meetings aimed to strengthen the country's capacity to rapidly detect and respond to the current Avian Influenza (AI) problem in humans and to prepare for a potential human influenza pandemic. The meetings involved discussions with in-country staff, USAID officials, government officials from the Ministry of Health (MOH) and other agencies, and members of the NNC. The topics of discussion included the country's communications plan, the Operational Plan of Communication, and the RRT Protocol. The meetings also aimed to identify additional elements to be considered for effective communication during a pandemic. The meetings were attended by representatives from the Health Communication Division of the MOH, the Surveillance Division of the MOH, and the Rapid Response Team. The attendees included officials from the Ministry of Health, the Ministry of Agriculture, and the Ministry of Education. The meetings were also attended by representatives from the United States Agency for International Development (USAID) and the National Networking of Communication (NNC). The meetings resulted in the finalization of the Operational Plan of Communication and the RRT Protocol. The plan outlines the procedures for communication during a pandemic, including the use of social media, traditional media, and other communication channels. The RRT Protocol outlines the procedures for the rapid response to a pandemic, including the activation of the RRT and the deployment of personnel and resources.
