Abstract
The project is implemented in coordination with the National Malaria Control Program (NMCP) and USAID's Procurement and Supply Management (PSM). The LLIN distribution campaign is implemented in phases, with Phase 1 and Phase 2 completed in FY17, and Phase 3 taking place in FY18. The targets for FY18 were adjusted due to changes in the availability of LLINs after the end of Phase 2. The revised targets for FY18 include a total of 7,038,045 people to be covered, with 3,910,025 LLINs to be distributed. The targets for each quarter are as follows: Q1 (Phase 2) - Cunene and Namibe provinces, Q3 (Phase 3) - Huambo province, and Q4 - Cuando Cubango, Moxico, Lunda Norte, and Lunda Sul provinces. During Q3 FY18, the province of Huambo was the only province that witnessed the distribution of mosquito nets. The initial target for FY18 was 3,910,025 LLINs, but the achieved YTD/Year target as of June 30th, 2018, was 2,092,607 LLINs, which is 53.52% of the target. The number of community Health Workers trained in counseling on LLIN-use was 2,055, which is 44.16% of the target. The number of households with at least one LLIN for every two people was 709,560, which is 46.38% of the target. The indicators of LLIN distribution per municipality for the province of Huambo show that a total of 1,296,350 LLINs were distributed, covering 468,589 households, 386,012 children under 5 years, and 78,289 pregnant women. The major constraint faced by HFA regarding LLIN distribution in Q3 was the delay to determine and agree on the source of LLINs and the provinces to be covered. A plan was finally approved by DNSP/NMCP and its partners, which included emergency mass distribution in Huambo, mass distribution in Cuando Cubango and Moxico provinces, and mass distribution in Lunda Norte and Lunda Sul provinces. The proposed targets for Q4 include covering 100% of the provinces of Cuando Cubango and Moxico and partially covering Lunda Norte and Lunda Sul provinces. The project aims to achieve universal coverage and increase access and use of LLINs to 80% nationwide, and the revised targets for FY18 are expected to be achieved by the end of the year.
