Abstract
The project focuses on extension and advisory services, credit, inputs and farm equipment, market, and climate information. A gender and social inclusion analysis was conducted to identify the challenges faced by women and youth in accessing these services. The analysis found that women and youth face limited access to agricultural services due to various factors. Gender and social norms that limit women's access to productive resources, such as land and labor, contribute to discriminatory practices that affect their access to agricultural services. Women and youth are also underrepresented in producer organizations and farmer groups, which are the primary channels for disseminating agricultural services. Educational and literacy limitations also restrict women's access to certain services and limit their benefits from information channels and advisory approaches. Women bear a disproportionate burden of domestic and care work within households, which limits the time they can dedicate to attending advisory activities or seeking out agricultural services. Agricultural service providers recognize these barriers and constraints, but their efforts mainly focus on targeting marginalized groups, particularly women. However, there is a lack of identification and addressing of the specific barriers that limit women's access to extension and advisory services. The analysis also found that there has been relatively little attention given to addressing the needs of young male and female farmers for agricultural services, with limited information available on this topic. Extension and advisory services (EAS) are critical for improving agricultural productivity and income for smallholder farmers. However, women and youth face significant barriers in accessing EAS, including limited representation in producer organizations and farmer groups, educational and literacy limitations, and domestic and care responsibilities. To address these barriers, agricultural service providers need to develop targeted interventions that take into account the specific needs and constraints of women and youth. The EFAT Project's start-up activities included an assessment of agricultural services in four locations in Senegal. The assessment found that women and youth face significant challenges in accessing various agricultural services, including extension and advisory services, credit, inputs and farm equipment, market, and climate information. The assessment also found that agricultural service providers recognize these barriers and constraints, but their efforts mainly focus on targeting marginalized groups, particularly women. The analysis draws on existing literature and interviews with key informants. The findings of the analysis highlight the need for targeted interventions to address the specific barriers that limit women's access to extension and advisory services. The EFAT Project's efforts to improve access to agricultural services for women and youth are critical for promoting agricultural transformation and reducing poverty in Senegal. The EFAT Project's start-up activities also included the development of a comprehensive strategy to improve access to agricultural services for women and youth. The strategy focuses on addressing the specific barriers that limit women's access to extension and advisory services, including limited representation in producer organizations and farmer groups, educational and literacy limitations, and domestic and care responsibilities. The strategy also includes the development of targeted interventions to address the needs of young male and female farmers for agricultural services. The interventions will focus on improving access to extension and advisory services, credit, inputs and farm equipment, market, and climate information. The strategy will also include the development of a monitoring and evaluation framework to track progress and identify areas for improvement. The EFAT Project's efforts to improve access to agricultural services for women and youth are critical for promoting agricultural transformation and reducing poverty in Senegal.
