The Producers to Markets Alliance (PMA) Activity is a five-year initiative, effective from March 3, 2017, to March 2, 2022, aimed at improving the competitiveness of rural producers in Colombia to respond to new and expanding market opportunities.

Abstract
The activity is funded by the United States Agency for International Development (USAID) and focuses on four primary project components: Improved Domestic and Export Market Integration, Expanded Value Chain Production, Improved Market Efficiency Through Infrastructure, and Learning, Knowledge Management, and Communications. The activity targets five value chains: cocoa, specialty coffee, natural latex, sustainable dairy, and tropical fruits and vegetables. These value chains are expected to generate licit income-generating opportunities for rural Colombians, particularly indigenous people, Afro-Colombians, and women, who have historically suffered from poverty and economic dependence on illicit crop production. The activity will be implemented in 86 municipalities, prioritized based on USAID guidance and internal analysis conducted by Fintrac. The initial focus will be on 34 municipalities, with the incorporation of additional municipalities to be defined in collaboration with USAID as priorities and strategies evolve. The PMA Activity aims to address the challenges faced by rural Colombians, including limited access to markets, lack of infrastructure, and limited economic opportunities. By investing in production, marketing, and infrastructure, the activity seeks to increase the competitiveness of rural producers and improve their livelihoods. The activity's results framework includes several performance indicators, such as the number of rural producers benefiting from improved market access, the value of exports generated, and the number of jobs created. The framework also includes indicators related to the activity's learning and knowledge management components, such as the number of training sessions conducted and the number of knowledge management products developed. The PMA Activity will be monitored and evaluated through a Performance Monitoring System, which will track progress against the activity's results framework. The system will include data collection, storage, analysis, and reporting components, as well as a capacity-building component to ensure that activity staff have the necessary skills to manage the system effectively. The activity's evaluation plan includes both internal and external evaluations, which will assess the activity's progress, impact, and sustainability. The learning plan will focus on identifying best practices, lessons learned, and areas for improvement, which will inform future activities and programs. The PMA Activity has the potential to make a significant impact on the lives of rural Colombians, particularly those who have been historically marginalized. By improving market access, increasing economic opportunities, and promoting sustainable agriculture practices, the activity can help to reduce poverty and improve livelihoods in rural areas.
