Abstract
This effort is part of the RGA's broader objective to strengthen regional governance and improve the delivery of public services in Colombia. The RGA is working closely with the GOC to develop and implement policies and programs that promote the maintenance and expansion of the country's road network. The RGA's support is focused on three key areas: strengthening the legal and institutional frameworks for road maintenance, coordinating with the three levels of government to prioritize investments and implement road management models, and improving sustainability and capacity-building. The RGA is working with the GOC to develop policy guidelines, regulate new technologies, and promote standard bidding requirements in transport infrastructure procurement processes. One of the key initiatives supported by the RGA is the development of a Mixed Public/Community Road Management Model (APC), which aims to improve the maintenance and management of tertiary roads. The APC model involves the establishment of a public-private-community partnership to manage and maintain roads, with a focus on community participation and ownership. The RGA is providing technical assistance and capacity-building support to the GOC to help implement the APC model in several regions of Colombia. The RGA is also working with the GOC to improve the sustainability and capacity-building of the road maintenance system. This includes the development of an online community for regional roads, which will provide a platform for sharing knowledge and best practices among road maintenance professionals. The RGA is also providing technical assistance and capacity-building support to the GOC to help build institutional capacities in project design and management for low-traffic roads. In addition, the RGA is supporting the GOC in its efforts to increase funding for secondary and tertiary roads. This includes working with the GOC to develop a plan to increase funding for road maintenance and expansion, as well as providing technical assistance and capacity-building support to help the GOC implement this plan. The RGA's support to the GOC is being implemented through a range of activities, including policy development, technical assistance, capacity-building, and coordination with other stakeholders. The RGA is working closely with the GOC to ensure that the support provided is aligned with the country's development priorities and needs. The CIRIT (Comisión Intersectorial para la Red Regional de Infraestructura de Transporte) is playing a key role in coordinating the efforts of the different government agencies and stakeholders involved in the road maintenance and expansion program. The CIRIT is responsible for developing and implementing policies and programs that promote the maintenance and expansion of the country's road network. The RGA's support to the GOC is expected to have a positive impact on the country's road maintenance and expansion program, particularly in terms of improving the sustainability and capacity-building of the system. The RGA's efforts are also expected to contribute to the country's broader development objectives, including reducing poverty and inequality and promoting economic growth and development. The RGA's support to the GOC is being implemented in several regions of Colombia, including the departments of Tolima, Caldas, and Quindío. The RGA is working closely with the GOC and other stakeholders to ensure that the support provided is tailored to the specific needs and priorities of each region. The RGA's support to the GOC is being funded by the United States Agency for International Development (USAID) through the RGA's contract with Management Systems International (MSI). The RGA's efforts are being implemented in partnership with the GOC and other stakeholders, including the Ministry of Transport, the Ministry of Finance, and the National Planning Department. The RGA's support to the GOC is expected to continue beyond the life of the current contract, with the RGA working closely with the GOC to ensure a smooth transition of responsibilities and a continued commitment to the road maintenance and expansion program.
