Abstract
This declaration is made in accordance with the powers granted to the Corporación Autónoma Regional de La Guajira, CORPOGUAJIRA, by the Ley 99 of 1993, the Decreto 2811 of 1974, the Decreto 2372 of 2010, and the Resolución 1381 of 2005. The protection of natural resources is a constitutional obligation, as stated in the Constitution Política de Colombia. The State must define policies and planning instruments to ensure the sustainable use and management of these resources, preventing the degradation of the natural patrimony for the benefit of present and future generations. The protection of cultural and natural riches of the Nation is also a constitutional obligation, as stated in Article 8 of the Constitution Política. The District of Integrated Management of the Bañaderos-Cuenca Alta del Río Camarones is a critical area for the conservation of biodiversity and the integrity of the environment. The area is home to several species of flora and fauna that are threatened or endangered, including the rana (Colostethus ruthveni), the morrocoy (Chelonoidis carbonaria), the cóndor de los Andes (Vultur gryphus), and the puma or león colorado (Puma concolor). The main objectives of the District of Integrated Management of the Bañaderos-Cuenca Alta del Río Camarones are to protect the cuencas hidrográficas superiores del río Tomarrazón - Camarones and the quebrada De Moreno, maintain and improve the offer of water in the area, and ensure the supply of water to the local populations. Additionally, the area is home to several species of birds that migrate from the hemisferio norte, and the conservation of their habitats is essential for their survival. The District of Integrated Management of the Bañaderos-Cuenca Alta del Río Camarones is also a critical area for the conservation of the "marimonda del Magdalena" (Aleles hybridus ssp. hybridus), a species that is endemic to the north of Colombia and is classified as critically endangered by the Unión Internacional para la Conservación de la Naturaleza - UICN. The management of the District of Integrated Management of the Bañaderos-Cuenca Alta del Río Camarones will be carried out through a zoning system that will define the uses and activities that are allowed in each area. The use of natural resources in the area will be subject to the values and processes that are essential for the conservation of the area. The District of Integrated Management of the Bañaderos-Cuenca Alta del Río Camarones is also a critical area for the development of research and education activities, particularly in the areas of conservation and sustainable production. The area will be used as a space for the development of investigations that will allow for the knowledge of its natural values and the development of technologies for sustainable production. The District of Integrated Management of the Bañaderos-Cuenca Alta del Río Camarones is a protected area that will be managed by the Corporación Autónoma Regional de La Guajira, CORPOGUAJIRA, in accordance with the powers granted to it by the Ley 99 of 1993, the Decreto 2811 of 1974, the Decreto 2372 of 2010, and the Resolución 1381 of 2005. The management of the area will be carried out through a zoning system that will define the uses and activities that are allowed in each area, and the use of natural resources in the area will be subject to the values and processes that are essential for the conservation of the area.
