Grant is provided under the Community Outreach and Leadership Development Project (6740301) in South Africa to the Kaludidi Association for Rural Development (KARD) to provide voter education in 13 Traditional Areas of Northern Transkei so that the disadvantaged majority can participate in an informed manner and without fear, intimidation, or manipulation in South Africa"s first nonracial national elections, to be held in April 1994.

Abstract
KARD will train "development extension workers" for each traditional area, who will supervise and train 65 village organizers who will carry out the actual voter education, reaching 182,000 persons. In addition, a popular theater groups of five will convey voter education through plays, role play, etc. These efforts will particularly target women and youth, who outnumber men in rural Transkei.
