Abstract
The project was funded by the United States Agency for International Development (USAID) and implemented by DAI Global, LLC. The project's results framework included specific, measurable, attainable, realistic, and time-related (SMART) performance indicators, which were defined in collaboration with government counterparts. The project's monitoring and evaluation plan was based on the Foreign Assistance Framework (FAF) indicators and a set of project management indicators. These indicators measured the impact of the project's activities and provided additional information on each, including the type of indicator, approach to collecting data, frequency of measurement, and annual targets. The indicators were gender-sensitive and developed as part of the overall process of systematically integrating the gender dimension into the project. The project used three main types of performance indicators: output indicators, outcome indicators, and impact indicators. Output indicators focused on the sub-objective or program level, measuring the quantity of products, stakeholders, and services related to project activities. Outcome indicators were short- and medium-term indicators that focused on measuring results at the objective level, while impact indicators measured the achievement of the overall contract objective. The project's stakeholders and senior managers used the combination of all indicators, along with additional performance information, to "roll up" performance achievements from the activities to the objectives to the project goal and then to the Guatemala Country Development Cooperation Strategy (CDCS) development objectives. This iterative process made short-, medium-, and long-term performance data available for management decisions and to inform program design at all levels. A Mid-Point Performance Evaluation was conducted during August-September 2018, which focused on a review of FPRP activities, deliverables, and conducting interviews with counterparts in the Superintendencia de Administración Tributaria (SAT) and the Ministerio de Finanzas Públicas (MINFIN). The counterparts interviewed expressed highly positive views on the progress made by the FPRP, vis-à-vis the objectives, goals defined, and priorities of their institutions. The evaluation also included a short survey regarding the interviewee's perceptions of FPRP performance to-date. The survey was solicited orally on a scale of 1 (Poor) to 5 (Excellent). The aggregate results of the survey showed a highly positive perception of the FPRP project performance in terms of quality of technical assistance, timeliness, flexibility/adaptation, and communication/collaboration. The project's monitoring and evaluation approach was guided by the ADS 203.3.5.3, which sets out guidance on verifying and assessing the quality of data provided. The project's stakeholders and senior managers used the performance data to inform program design and make management decisions.
