The Private Sector Health Partnership Activity (PSHPA) is a five-year project in Benin to increase the use of high-impact reproductive, maternal, newborn, and child health (RMNCH) services and products delivered by the private sector nationwide.

Abstract
The project was awarded to Abt Associates and partners in June 2018, with a budget of $9.8 million. PSHPA is linked to Sub-IR 1.1 of the USAID/Benin Results Framework, "Improved access to High-Impact Health Services," and has four intermediate results (IRs): IR 1, IR 2, IR 3, and IR 4. IR 1 focuses on expanding the volume of quality, high-impact RMNCH services delivered by private sector providers. IR 2 aims to increase the availability of affordable and quality health products through private sector channels. IR 3 seeks to strengthen public-private engagement to promote universal RMNCH outcomes. IR 4 involves identifying, piloting, and applying innovative, successful private sector models. During Fiscal Year 2 (October 1, 2019 – September 30, 2020), PSHPA implemented various activities to achieve its IRs. The project worked with private health facilities, providers, and health establishments to increase the delivery of high-impact RMNCH services. PSHPA also supported the availability of affordable and quality health products through private sector channels. Additionally, the project strengthened public-private engagement to promote universal RMNCH outcomes and identified, piloted, and applied innovative private sector models. Progress was made in achieving the project's IRs. For IR 1, the number of private sector providers delivering high-impact RMNCH services increased, and the quality of services improved. For IR 2, the availability of affordable and quality health products through private sector channels increased. For IR 3, public-private engagement was strengthened, and partnerships were established between the public and private sectors to promote universal RMNCH outcomes. For IR 4, innovative private sector models were identified, piloted, and applied. The project also implemented gender and youth cross-cutting activities to ensure that the benefits of the project reach all segments of the population. PSHPA worked with private health facilities and providers to increase access to RMNCH services for women and youth. The project also supported the development of policies and guidelines to promote the inclusion of women and youth in the private sector. In terms of project management, PSHPA worked with a team of experts to implement the project's activities. The project was managed by Abt Associates, with support from partners such as MCDI, EnCompass, IQVIA, PSSP, ANPME, and CEBAC-STP. The project also had a technical working group that provided guidance and support to the project team. The project's environmental mitigation and monitoring plan was also implemented to ensure that the project's activities did not harm the environment. The plan included measures to reduce the project's carbon footprint, conserve water, and minimize waste. Overall, PSHPA made significant progress in achieving its IRs during Fiscal Year 2. The project increased access to high-impact RMNCH services and products, strengthened public-private engagement, and identified, piloted, and applied innovative private sector models. The project also implemented gender and youth cross-cutting activities to ensure that the benefits of the project reach all segments of the population.
