Abstract
The project's core management activities included the development of capacity development indicators and tools, which aimed to enhance the capacity of local governments and communities to manage land and natural resources effectively. In Mozambique, the project focused on outgrower schemes, small-scale irrigation, and land tenure support for surrounding smallholders. The outgrower schemes aimed to improve the livelihoods of smallholder farmers by providing them with access to markets and better prices for their crops. The small-scale irrigation pilot in Zambezia Province aimed to increase crop yields and improve food security for smallholder farmers. The project also supported the development of land tenure documentation for smallholder farmers, which helped to secure their rights to land and improve their access to credit and other services. In Zambia, the project focused on advancing community-based land administration for improved natural resource management and planning. The project supported the development of a community-based land administration system, which aimed to improve the management of land and natural resources at the community level. The project also supported the development of a learning agenda, which aimed to improve the capacity of local governments and communities to manage land and natural resources effectively. The project also supported the development of a mobile approach to secure tenure (MAST), which aimed to improve the security of tenure for smallholder farmers and other vulnerable groups. The project also supported the development of a land tenure assessment in Indonesia, which aimed to improve the understanding of land tenure systems in the country. The project's performance indicators included the development of capacity development indicators and tools, the implementation of environmental mitigation measures and monitoring, and the support for community-based land administration and small-scale irrigation. The project's success was measured through the achievement of these indicators, as well as through the improvement of land governance and the security of tenure for smallholder farmers and other vulnerable groups. The project's activities were coordinated and implemented by a team of experts from Tetra Tech, in collaboration with local governments, communities, and other stakeholders. The project's progress was monitored and evaluated through regular reporting and evaluation, which aimed to ensure that the project was meeting its objectives and making a positive impact on the ground. The project's geographic focus was on Mozambique, Zambia, and other countries in the region, where land governance and the security of tenure were critical issues. The project's timeframes were from July 2018 to September 2019, during which time the project achieved significant progress in implementing its activities and achieving its objectives. The project's recommendations included the continued support for community-based land administration and small-scale irrigation, as well as the development of a mobile approach to secure tenure (MAST) and a land tenure assessment in Indonesia. The project also recommended the continued support for the development of capacity development indicators and tools, as well as the implementation of environmental mitigation measures and monitoring. The project's annexes included a list of performance indicators, an environmental mitigation and monitoring report, a success story, a project brief, a list of media, a project staff list, a data annex, a level of effort (LOE) summary, and a Zambia situational model, results framework, and theory of change associated with biodiversity and wildlife conservation areas.
