Abstract
The plan aims to achieve four objectives: assist the Government of the Central African Republic (GoCAR) to improve compliance with KP requirements, strengthen community resilience, social cohesion, and response to violent conflict in CAR, improve awareness and understanding of the opportunities and challenges of establishing responsible gold supply chains in CAR, and improve USAID programming through increased understanding of the linkages between artisanal mining and key development issues. Objective I: Assist GoCAR to improve compliance with KP requirements to promote responsible economic activities. This objective has four intermediate results: improve the legal, policy, and institutional framework for conflict-free diamond production at domestic and regional levels, expand the formalization of land and resource rights in artisanal diamond mining, increase awareness of KP requirements, and strengthen GoCAR's capacity to manage and implement KP-compliant zones. Objective II: Strengthen community resilience, social cohesion, and response to violent conflict in CAR. This objective has three intermediate results: support inclusive dialogue between different groups to resolve land and natural resource conflicts, promote women's economic and social empowerment in artisanal mining communities, and strengthen cooperation between GoCAR ministries and agencies on social cohesion and KP compliance. Objective III: Improve awareness and understanding of the opportunities and challenges of establishing responsible gold supply chains in CAR. This objective has one intermediate result: communicate recommendations for policy, legal, and institutional reforms at the national and regional levels to key stakeholders. Objective IV: Improve USAID programming through increased understanding of the linkages between artisanal mining and key development issues. This objective has two intermediate results: assist USAID to assess the link between artisanal mining and development issues and strengthen knowledge sharing and learning on the link between artisanal mining and development issues. The plan outlines the implementation plan, which includes project management, staffing, security and risk management, and performance indicators. The plan also includes a table of deliverables, planned communication, and anticipated international travel. The AMPR Work Plan aims to improve the lives of artisanal miners and their communities by promoting responsible economic activities, strengthening community resilience, and improving awareness and understanding of the opportunities and challenges of establishing responsible gold supply chains in CAR.
