Abstract
AID-514-11-00002, with the primary goal of supporting Development Objective 4 (DO4), which aims to strengthen Colombian efforts to sustainably manage the country's environmental resources. The program will focus on the bio-geographic region of the Colombian Chocó and will work with a broad spectrum of stakeholders from national-level government entities, regional government institutions, local-level councils, and community organizations, as well as the private sector. BIOREDD+ will support the achievement of DO4 through the following intermediate results at the Program level: IR 4.1 Environmental Governance Strengthened, IR 4.2 Climate change mitigation and adaptation improved, and IR 4.3 Conservation of biodiversity improved. Additionally, the program will support the achievement of Development Objective 1 (DO1) - Civilian Government Presence in CSDI Zones Consolidated, through the intermediate result IR 1.2 Social Development Strengthened. The program's results framework is presented in Figure 3, which shows the linkages between the program's activities and the expected results. The framework highlights the importance of sustainable production activities that directly or indirectly reduce pressure on forests while responding to demonstrable biodiversity threats. BIOREDD+ interventions under DO1 will promote greater security in key mining areas of Northern Antioquia through the improvement of the environmental, economic, and social performance of informal mining activities. BIOREDD+ will use a results-oriented approach to monitoring and evaluation, with a focus on maximizing the achievement of results through continual review and adaptive management. The program's M&E system will be guided by the following principles: results-oriented, learning process, participatory, and internal and external audiences-oriented. The system will contribute to improving practices, fostering learning, and generating knowledge about how and why changes happen. The program will use USAID-Colombia's M&E "Monitor" system to determine the level of environmental review and assessment required. When necessary, BIOREDD+ will undertake environmental impact assessments or prepare Initial Environmental Evaluations (IEE) for USAID's review of proposed activities. The program will also integrate a gender perspective into program activities and its monitoring plan through the cross-cutting theme: a focus on inclusion. BIOREDD+ will implement a comprehensive M&E plan that includes the development of indicators, data collection methods, data storage and analysis systems, data quality control, and data analysis and reporting. The program will also establish a M&E schedule that outlines the frequency and timing of data collection and analysis. The M&E plan will be reviewed and updated regularly to ensure that it remains relevant and effective in supporting the program's goals and objectives. The program's M&E system will be responsible for tracking progress toward planned results, identifying areas for improvement, and making recommendations for corrective action. The system will also provide a framework for evaluating the program's overall performance and impact, including its relevance, performance, efficiency, and impact.
