The Páramos & Forests Activity (P&F) is a five-year initiative financed by the United States Agency for International Development (USAID) and implemented by Chemonics International.

Abstract
The purpose of the Activity is to support Colombia in the implementation of its climate change mitigation goals, while strengthening community-based resilience and sustainable development initiatives in the context of the peace agreement or 'post-conflict' scenario. The Activity focuses on three main objectives: i) support to the sustainable implementation of the existing USAID Biodiversity - Reducing Emissions from Deforestation and Forest Degradation (BioREDD+) portfolio of eight REDD+ projects; ii) delivery of tangible and sustainable outcomes on the implementation of a results-based payment system for reduced carbon emissions in strategic high forest ecosystems; and iii) targeted institutional and policy support to the Government of Colombia. The Activity is implemented in various regions of Colombia, including the departments of Chocó, Cauca, Caldas, Quindío, and Tolima. The project areas are characterized by high levels of biodiversity and are critical for maintaining the country's ecosystem services. The P&F Activity works closely with various stakeholders, including the Government of Colombia, regional autonomous corporations, indigenous communities, and local organizations. The Activity also collaborates with international partners, such as the United Nations Framework Convention on Climate Change (UNFCCC) and the Food and Agriculture Organization (FAO). The Activity's approach is based on a results-based framework, which emphasizes the achievement of specific, measurable, and verifiable outcomes. The Activity's progress is monitored and evaluated through a robust monitoring, reporting, and verification (MRV) system. The P&F Activity has made significant progress in its first year of implementation. The Activity has supported the development of a national REDD+ strategy and the implementation of a results-based payment system for reduced carbon emissions in strategic high forest ecosystems. The Activity has also provided training and capacity-building support to local organizations and indigenous communities on sustainable forest management and carbon sequestration. The Activity has also made progress in its institutional and policy support to the Government of Colombia. The Activity has worked closely with the Ministry of Environment and Sustainable Development to develop a national policy framework for REDD+ and has provided technical assistance to the Ministry on the development of a national forest inventory. The P&F Activity has also made significant progress in its community-based resilience and sustainable development initiatives. The Activity has supported the development of community-led forest management plans and has provided training and capacity-building support to local organizations on sustainable forest management and carbon sequestration. The Activity's progress has been achieved through a combination of technical assistance, capacity-building support, and institutional and policy support. The Activity has worked closely with various stakeholders to achieve its objectives and has made significant progress in its first year of implementation. The Páramos & Forests Activity has also faced several challenges, including the COVID-19 pandemic, which has impacted the Activity's progress and operations. The Activity has responded to these challenges by adapting its approach and implementing measures to mitigate the impact of the pandemic. The Activity has also faced challenges related to the implementation of the results-based payment system for reduced carbon emissions in strategic high forest ecosystems. The Activity has worked closely with the Government of Colombia and other stakeholders to address these challenges and has made significant progress in implementing the system. The Páramos & Forests Activity has also made significant progress in its cross-cutting activities, including environmental management and activity monitoring and evaluation, gender and vulnerable populations, and communications. The Activity has worked closely with various stakeholders to achieve its objectives and has made significant progress in its first year of implementation. The Activity's financial performance has been satisfactory, with expenditures totaling approximately $10 million in the first year of implementation. The Activity has also made significant progress in its operations support to programmatic activities, including the provision of technical assistance and capacity-building support to local organizations and indigenous communities. The Páramos & Forests Activity has also made significant progress in its grants management, including the provision of grants to local organizations and indigenous communities to support their sustainable forest management and carbon sequestration efforts.
