Abstract
The project, which began on October 1, 2019, and will conclude on September 30, 2024, will primarily focus on two geographic areas: the Prey Lang forests and surrounding landscape, and the Eastern Plains landscape. The project's Theory of Change and Logic Model outline the expected outcomes and processes that will lead to the achievement of its goals. According to the model, if target populations increase their knowledge and positive attitudes about the benefits of Cambodia's unique and endangered biodiversity and forest ecosystems, and if citizen-led efforts to advocate for and protect biodiversity and forest ecosystems in target areas are amplified, then Cambodian citizens and civil society will be empowered with the knowledge and skills to use evidence-based communication systems to influence positive actions to support biodiversity conservation, forest protection, and sustainable natural resource management. The Monitoring, Evaluation, and Learning (MEL) Plan is a critical tool for tracking and evaluating the effectiveness and efficiency of the project. The plan outlines the process for developing rapid assessments and baselines, which will be the basis for subsequent routine monitoring, periodic assessments, and learning and adaptive management. The plan also describes the approach to performance management, including team roles and responsibilities, and outlines a Collaborating, Learning, and Adapting (CLA) approach that will enable the team to be intentional about the use and application of evidence for learning and adaptation. The MEL Plan presents the overarching results framework indicators, targets, and plans for data quality assurance. It describes the process for collecting and analyzing data, and outlines a calendar of performance management tasks. The plan will be updated periodically as required, and will be used internally for routine monitoring, collaborating, learning, and adaptive management, and externally as a tool to engage stakeholders in analyzing and understanding data and using it to inform management questions and decisions. The project's performance will be monitored through tracking progress and efficiency, reporting results, and assessing project logic. The MEL Plan will enable the project to monitor and manage a core set of performance indicators that reflect appropriate targets, baselines, and data collection and analysis approaches. It will provide a basis for continuous assessment and learning about progress achieved towards the project's intended results. The project's MEL Plan serves as a single common repository for all aspects of performance management, including monitoring intervention performance and progress toward intended results; data quality and management; performance management team roles and responsibilities; and a utilization-based approach for collaborating, learning, and adaptive management. The plan concludes with three appendices: a list of performance indicators, a snapshot of the Performance Indicator Summary and Data Tracking table, and detailed Performance Indicator Reference Sheets (PIRSs).
